Commission III Welcomes the Idea of Forming the Sanggabuana Regional Government-Owned Enterprise Holding
REPUBLIKA.CO.ID, BANDUNG – Member of Commission III of the West Java DPRD, Tina Wiryawati, welcomed the idea of West Java Governor Dedi Mulyadi (KDM) regarding the formation of a holding company for Regional Government-Owned Enterprises (BUMD) called Sanggabuana.
According to her, this step is a strategic effort to strengthen the performance and governance of regional companies to be more professional, efficient, and competitive.
However, Tina emphasised that the formation of the BUMD holding also needs to wait for regulations from the Ministry of Home Affairs (Kemendagri).
She said that regulations from the Kemendagri are important as a legal basis so that the formation of the BUMD holding in the region has certainty in terms of governance, supervision, and does not violate legal provisions.
So far, Tina said, a number of BUMDs in West Java still face various challenges, ranging from limited capital, management, to contributions to regional original income (PAD) which have not been optimal.
Through the holding scheme, it is hoped that there will be a consolidation of business strength so that companies can support each other and not operate independently. This idea deserves appreciation because it aims to improve the structure and performance of BUMDs as a whole.
“With a holding company, supervision can be more integrated and transparent. But we also have to wait for clear regulations from the Kemendagri so that its implementation is strong in law,” said Tina to Republika, Thursday (26/2/2026).
Previously, the Regional Secretary of West Java, Herman Suryatman, revealed that the plan to form the Sanggabuana BUMD holding was an idea from KDM which is being rationalised by the provincial government and will be discussed intensively with the West Java Provincial DPRD.
“There are 38 BUMDs, 29 BUMDs in the financial sector and 9 non-financial. Get ready for the holding, we will work together as Danantara does at the central level and we will be the first province to follow in the footsteps of the central government. If in Jakarta it is Danantara, in West Java it is Sanggabuana,” said Herman at the Gedung Sate, Wednesday (25/2/26).
