Commission III: Use of State Budget for President’s Eid al-Adha Sacrificial Animals Not Wrong

JAKARTA (ANTARA) - Commission III Chairman Habiburokhman stated that the use of the state budget (APBN) for President Prabowo Subianto’s sacrificial animals during the 1447 Hijri Eid al-Adha was not wrong.

‘Using APBN funds for President Prabowo Subianto’s sacrificial animals through the presidential assistance scheme is legally and Sharia-compliant,’ Habiburokhman said in a statement received in Jakarta on Thursday.

Habiburokhman explained that under the law, the president’s community assistance programme is regulated under Article 3(1) of Law No. 17 of 2003 on State Finance. The article stipulates that state finances must be managed orderly, in compliance with regulations, efficiently, economically, effectively, transparently, and responsibly, while considering justice and propriety.

Furthermore, he noted that the 2026 State Budget Law provides provisions for presidential social assistance programmes through the Ministry of State Secretariat.

From a Sharia perspective, Habiburokhman cited MUI Fatwa Board Chairman Asrorun Niam Soleh, stating that purchasing sacrificial animals via APBN is legally permissible as it is intended for the public.

‘The sacrificial animal assistance is a manifestation of the state’s presence to support communities, pesantrens, mosques, religious leaders, and other groups across Indonesia during Eid al-Adha,’ he added.

This, Habiburokhman continued, is not merely about the act of sacrifice but also reflects President Prabowo’s support for small communities, local cattle farmers, and the public.

‘The state has a social function to assist citizens, especially during religious and humanitarian events,’ said the commission chairman responsible for law enforcement matters.

He added that President Prabowo’s administration is attentive to the interests of all religious communities in Indonesia. ‘Various forms of assistance and policies have already been implemented to support other religious groups,’ he said.

Deputy Minister of the State Secretariat Juri Ardiantoro stated that the sacrificial animals were distributed to 552 regions, educational institutions, pesantrens, social agencies, community leaders, and religious figures nationwide.

‘President has directed that the cattle provided for sacrifice should be utilised to the greatest extent possible for those in need in their respective regions,’ Juri said at the Presidential Palace in Jakarta on Tuesday (26 May).
