Commission III approves Attorney General's Office budget increase with conditions

All factions in House of Representatives (DPR RI) Commission III approved the proposed 2027 budget increase submitted by the Attorney General’s Office (Kejagung) during a working meeting and hearing (RDP) in the first session of the 2026-2027 sitting year, with several conditions attached.

Deputy Attorney General Asep Nana Mulyana, during the meeting with Commission III in Jakarta on Monday, submitted a request for an additional budget of Rp22.1 trillion for 2027, bringing the total proposed budget to Rp43.6 trillion.

The first condition was raised by Commission III member Irjen Pol (Ret.) Safaruddin, who asked the Attorney General’s Office to provide CCTV and body cameras for district and high prosecutor offices in the regions to support law enforcement.

“Please complete this, sir, because I see in the regions, at the high prosecutor offices, they do not have them yet because there is no budget,” Safaruddin told the Deputy Attorney General.

Andar Amin Harapan, another Commission III member, questioned whether the proposed budget increase already covered the procurement of CCTV and body cameras in the regions. Drawing on the previous year’s experience, an additional budget of Rp7 trillion was approved and allocated to help resolve case backlogs in the regions.

“We hope that with the budget increase you have presented, there will be no more delays in handling cases in the regions due to budget constraints,” he said.

Andar also highlighted the issue of allowances for prosecutors and administrative staff, which remain a source of complaint. The Attorney General’s Office was urged not to focus solely on building infrastructure, but also to ensure parity, particularly regarding the aspirations of prosecutors and administrative staff.

“Please make this a priority going forward, to create parity and prevent any disparity with other law enforcement agencies,” Andar said.

Commission III member Martin D Tumbelaka also expressed support for the proposed 2027 budget increase, hoping it would lead to maximum law enforcement in line with the seventh Astacita of President Prabowo Subianto.

“We hope that law enforcement in the future will be better, more effective, and deliver justice to the public,” he said.

Machfud Arifin then asked the Attorney General’s Office to provide a factual explanation that the requested budget figures are truly measurable and aligned with actual needs.

Commission III member Hasbiallah Ilyas added a note regarding prosecutor honoraria, which are considered lower than those at the Corruption Eradication Commission (KPK), and asked for this to be taken into consideration.

He also asked the Attorney General’s Office to strengthen oversight and supervision of regional budget (APBD) planning and implementation at the provincial and district levels so that funds are used effectively and directed towards development activities and regional progress.

“Because the key lies with the prosecutor’s office, the district and high prosecutor offices, to ensure these funds do not leak,” Hasbiallah said.

Meanwhile, Adang Daradjatun asked the Attorney General’s Office to properly implement its vision and mission in using the budget well, in line with the expectations of the country’s leadership.

The next condition was raised by Endang Agustina, who highlighted several matters related to the Attorney General’s Office duties, including directives from the President, employee welfare issues, and the completion of investigation and prosecution tasks.

“I think these are tasks that require great speed and precision. Therefore, we support and approve the planned budget increase of Rp22.1 trillion in order to improve services and the core duties of the Attorney General’s Office,” Endang said.

Hinca I.P. Pandjaitan asked whether the Attorney General’s Office had calculated the 2027 budget following the enactment of the new Criminal Procedure Code (KUHAP).

According to him, if the KUHAP is properly implemented, law enforcement budgets could be lighter. For example, acquittals with no further legal remedies could result in fewer cases, as could the application of restorative justice.

“If we implement other provisions in the KUHAP, my calculation is that the budget could actually be reduced. Therefore, we would like to request an explanation later from the Deputy Attorney General,” Hinca said.

Deputy Attorney General Asep Nana Mulyana responded to the notes provided by Commission III members as support for improving the performance of the Indonesian Attorney General’s Office.

He said that part of this budget has been adjusted to the implementation of the new Criminal Code (KUHP) and Criminal Procedure Code (KUHAP), including for investigation and inquiry costs in the regions, as well as employee welfare.

“We once again request your support. Because we have actually submitted to the Director General of Budget a proposal to increase performance allowances for prosecutors, including functional staff, as well as civil servants at the Attorney General’s Office,” Asep said.

After hearing responses from the factions, the conclusion of the working meeting and hearing between Commission III, the Attorney General’s Office, and the Constitutional Court was delivered, with the key point being that all factions approved the additional budget requests from both state institutions.
