The House of Representatives Commission II convened a public hearing with several leading constitutional law experts to gather input on the design and critical issues in electoral administration. The invited experts were Jimly Asshiddiqie, Mahfud MD, and Refly Harun.

The hearing was held in the Commission II meeting room at the House of Representatives, Senayan, Jakarta, on Tuesday 10 March 2026. Commission II Chair Muhammad Rifqinizamy Karsayuda led the session.

Rifqi explained that the hearing was held to facilitate future elections that could strengthen constitutional democracy going forward.

“We are currently formulating a legislative strategy, and we want to hear as many perspectives as possible,” Rifqi said.

“From these perspectives and criticisms, a problem inventory list (DIM) will emerge. From the DIM that emerges, we will formulate proposed norms to be codified into law,” he added.

After gathering various inputs, Rifqi said Commission II would establish a working committee (Panja) for the Election Law Bill. He hoped the working committee would not delay unduly, having already conducted focused discussions based on the DIM from expert input.

“Once the working committee is established, we hope that the DIM from experts, from analysts, from NGOs, is well-organised, including the 22 Constitutional Court rulings that upheld material testing of Law No. 7 of 2017, which is also an important part of this,” he said.

At the hearing, Jimly commended Commission II for having absorbed many perspectives on electoral matters in recent months. He hoped the election law bill discussion process would remain open.

“Even after the working committee is formed, it should remain open like this. So that what we call meaningful participation truly runs, especially in electoral matters,” Jimly said.

“There is no need to immediately think about how many support option A or how many do not. Do not approach it that way. We must open this up, debate with major ideas. This is serious political policy consolidation,” he added.
