Commission II: Governors to Head BRAN at Provincial Level
Jakarta (ANTARA) - Chair of Commission II of the House of Representatives (DPR RI), Muhammad Rifqinizamy Karsayuda, has said governors will be appointed as heads of the National Agrarian Reform Agency (BRAN) at the provincial level.
BRAN is a new institution to be established under the mandate of the Draft Law on Agrarian Reform Regulation.
“Going forward, the regional government — the governor — will be made head of the National Agrarian Reform Agency at the provincial level,” said Rifqi during a meeting on regional government asset management with regional heads and deputies from across Indonesia at the DPR building in Jakarta on Tuesday.
He said the Agrarian Reform Regulation Bill would govern better land management, including matters concerning the authority of regional governments.
The bill, he said, would not leave the people or regional governments as mere “spectators” in agrarian reform efforts.
“Cultivation rights and building rights that have been applied for but not maximised, leaving the land abandoned — we will hand these to the regional governments and the people. That is the first principle,” Rifqi said, to applause from the regional heads and deputies present.
He continued: “As for the rest, under the Agrarian Reform Law, if a cultivation right holder holds more land than they can plant, the excess should simply be confiscated by the state, rather than the people remaining mere spectators, including the regional governments too.”
Earlier, the Draft Law on Agrarian Reform Regulation, an initiative of the DPR’s Legislative Body, was approved as a House-initiated bill.
The approval was taken at the Fifth Plenary Session of the DPR, First Session of the 2026–2027 legislative year, in Jakarta on Tuesday (8 September), after eight political party factions delivered their views in writing.
Having been approved as a House initiative, the bill will next be deliberated jointly with the government.
At a plenary meeting on Monday (7 September) evening, Deputy Chair of the Legislative Body Ahmad Iman Sukri said one of the crucial points regulated in the Agrarian Reform Regulation Bill is the establishment of the National Agrarian Reform Agency, or BRAN.
Iman explained that BRAN is an independent institution under, and directly accountable to, the president. BRAN will be tasked with the planning, implementation, monitoring and evaluation of agrarian reform.
The draft regulation also contains provisions on a BRAN Supervisory Board, which aims to ensure the accountability, transparency and effectiveness of BRAN’s performance.
