Deputy Chairman of Commission II of the DPR, Aria Bima, has affirmed that the Election Bill will remain a DPR initiative proposal. Bima emphasised that this decision was agreed upon in a Badan Musyawarah (Bamus) meeting.

“Up to today, within the prolegnas, the Election Bill—whether for parliamentary elections, presidential elections, regional head elections, or codification—is part of the DPR initiative prolegnas,” said Bimo, his familiar nickname, at the parliamentary complex on Tuesday (12/5).

However, the PDIP politician acknowledged that discussing the Election Bill is not straightforward, particularly in translating several Constitutional Court (MK) rulings.

Moreover, as a DPR initiative proposal, Bimo stated that all factions must agree unanimously on the size of the parliamentary threshold changes. Thus, the factions in the DPR must reach an agreement on the figure.

“Whether zero, four, five, seven, the DPR must not disagree, right?” said Bimo.

Currently, Bimo continued, there are two options regarding the parliamentary threshold. The first is to keep it at 4 percent, considering there are 13 commissions. If each faction must place two representatives per commission, each faction needs at least 26 seats.

There is also a proposal for merging factions to meet the threshold requirement. However, these two options are still under discussion, taking into account input from various societal elements.

“There is a formulation like that, so what is meant is not a parliamentary threshold limitation but a minimum number of factions limit, but combined,” he said.

The proposal for the Election Bill to become a DPR initiative was previously put forward by PAN Deputy General Chairman Saleh Daulay. Quoted from Detik.com, he considered it important to avoid inter-party debates in the DPR.

“If based on a government initiative, the clash of thoughts and party agendas can be avoided at the initial discussion stage. Even if there are differences, they will be accumulated during the DIM discussion,” he said.

The Election Bill is currently a DPR initiative proposal and included in the 2026 priority legislation agenda. However, the DPR has not yet started deliberations and has signalled it will not be discussed this year, even though election stages will begin in mid-2026.
