Commission C Recommends Relief from Retribution Burdens for Traders and Rusunawa Residents
Jakarta – Commission C of the DKI Jakarta DPRD has requested that the DKI Jakarta Provincial Government abolish several retribution burdens and fines deemed to overburden small communities. The report was read out by Deputy Chairman of Commission C Tri Waluyo and Secretary of Commission C DPRD Ismail during the DPRD DKI Jakarta Budget Committee Meeting on Wednesday (29/4/2026). Tri stated that Commission C is asking the Education Agency to revoke school canteen retributions, as they involve small business operators. “School canteen retributions must be revoked because traders help meet students’ nutritional needs,” he said. Commission C assesses that the policy requires re-examination, as canteen traders play a role in supporting educational activities. Ismail expressed a similar view. Commission C also recommends the abolition of retribution fines for traders in temporary locations (Loksem) and supervised locations (Lokbin). “Small traders need guidance, not financial sanctions,” Ismail emphasised. Commission C also requests the removal of the one percent fine for rusunawa residents who are overdue on payments. “Rusunawa residents are a vulnerable group burdened by these fines,” Ismail added. Commission C encourages the DKI Jakarta Provincial Government to prepare a more humane scheme for resolving arrears without neglecting residents’ obligations. Commission C hopes that local revenue policies will continue to consider the conditions of small communities and vulnerable groups.
