Comments on overpasses

I would like to comment on the current construction of a
number of overpasses in Jakarta. Obviously, overpass construction
requires heavy equipment, like tractors, lorries, cranes etc.
Beside this equipment they also use ordinary cars with "traffic
patrol" written on their bodies. These cars, it seems to me, have
privileges. They are not required to stop at red lights?

My question is: Does the traffic law offer such privileges?
