Coal Supply for PLN Secured, Ministry Confirms 141 Million Tonnes of Annual Requirement

The Ministry of Energy and Mineral Resources (ESDM) has confirmed that the coal supply for PT PLN (Persero) power plants is currently secure. To date, 141 million metric tonnes (MT) of coal have been secured from PLN’s total annual requirement of 154 million MT. The government stated this measure is part of efforts to maintain the reliability of primary energy supply for national power plants. To ensure domestic needs remain fulfilled, the Ministry of ESDM had temporarily suspended coal export activities. Ministry of ESDM spokesperson Dwi Anggia explained that the policy was implemented to ensure the availability of coal with the calorific value specifications required by PLN’s power plants. According to her, the volume of exports that was temporarily delayed has been adjusted to PLN’s operational needs so that the primary energy supply is maintained. Dwi Anggia stated that the temporary export suspension was part of the supervisory function carried out by the Ministry of ESDM as the regulator of the energy and mining sector. The policy was enacted to ensure domestic coal needs are not disrupted, particularly in meeting the requirements of power plants that form the backbone of the national electricity supply. However, as the domestic coal supply situation has improved, export activities have now returned to normal. ‘This step was taken as part of the supervisory function of the Ministry of ESDM as regulator. As the domestic supply situation has improved, coal export activities have now resumed normally,’ Dwi Anggia said in a written statement on Friday, 26 June 2026. The statement emphasised that the temporary export halt was not a permanent policy, but rather an anticipatory measure to safeguard national energy supply resilience. In addition to ensuring coal availability for PLN, the government will also strengthen oversight of the primary energy procurement process to minimise the risk of future electricity supply disruptions. This oversight will be conducted by a team involving several agencies, namely the Finance and Development Supervisory Agency (BPKP), the Inspectorate General of the Ministry of ESDM, the Directorate General of Minerals and Coal, and PLN.
