Jakarta, CNBC Indonesia – The Badan Pengelola Investasi Daya Anagata Nusantara (BPI Danantara) has spoken out on President Prabowo Subianto’s decision to form a Special Export State-Owned Enterprise (BUMN Khusus Ekspor) for coal, palm oil and ferro alloys, and the implications for existing contracts held by companies.

Chief Executive Officer Danantara Rosan Roeslani said the agency will continue to honour contracts previously agreed by the companies. However, those contracts will be reviewed to ensure pricing aligns with prevailing indices.

‘So the existing contracts we will still honour, but essentially we will look at whether the pricing in these contracts is in line with the indices,’ he said at the DPR building in Jakarta on Tuesday (20/5/2026).

Roeslani stressed that prices must not be far below the index. The index price is publicly observable. ‘Make sure the pricing is not well below the index. We can see world indices very openly,’ he said.

Roeslani added that under the new body, export activities by coal miners, palm oil producers and other minerals will be fully conducted by this Special Export State-Owned Enterprise.

‘(PT Danantara Sumber Daya Indonesia) will soon become a BUMN. And essentially this is the initial phase,’ he added.

Roeslani said the aim of establishing the Special Export BUMN can be described as a marketing facility, designed to strengthen oversight and monitoring to combat underpayment, ‘pricing tricks’ or under-invoicing, transfer pricing, and even the leakage of Export Proceeds (DHE).

‘How violations or potential violations in under-invoicing and transfer pricing have occurred — I am sure participants and their peers have known. This is what we will try to reduce as much as possible, if possible zero under-invoicing, zero transfer pricing, like that,’ he explained.

President Prabowo revealed that sales of all Indonesia’s natural resources, from crude palm oil to coal and ferro alloys, must be conducted through a Special Export State-Owned Enterprise.

‘Sales must be conducted through a government-designated sole exporting BUMN. In other words, every export will be channelled by the government-designated BUMN to the operators,’ Prabowo said.

Starting in June

Export activities under the Special Export BUMN will begin in June 2026, according to Investment Minister/Head of the BKPM and Danantara CEO Rosan P. Roeslani.

‘As part of refining and perfecting the process with high governance, we will start in June and run through December. All export-related transactions will be channeled first,’ Rosan said at a macroeconomic framework and fiscal policy briefing in the Parliament complex on Wednesday (20/5/2026).

Airlangga Hartarto, Coordinating Minister for Economic Affairs, said the body will manage exports of three main commodities: coal, palm oil and ferro alloys. In the initial phase, exports through this BUMN will be conducted directly between companies and buyers.

‘This applies for three months and the next phase evaluation will be carried out by the export BUMN. In other words, everything will be handled entirely by Danantara,’

The following is the scheme of the Governance Regulation for Exports of SDA Commodities as outlined by President Prabowo Subianto:

Phase I: (Export processing)

From 1 June to 31 August 2026

Companies must shift their transactions to the BUMN

The BUMN must transact and contract with all overseas buyers

Phase II: (Export processing)

From 1 September 2026

Transactions & Contracts with Overseas Buyers -> entirely BUMN

Responsibility and authority of export managers -> BUMN
