Coal Export Duty Still Pending, Purbaya Reveals the Reason

Finance Minister Purbaya Yudhi Sadewa has revealed that the implementation of a coal export duty is still under discussion between the Ministry of Finance and the Ministry of Energy and Mineral Resources (ESDM).

Although the coal export duty has yet to be realised, Purbaya believes that state revenue will not be disrupted. He considers coal prices to still be sufficiently robust to boost tax revenue from export duties.

Furthermore, he confirmed that the Ministry of ESDM has decided to increase coal production this year in the revised Work Plan and Budget (RKAB).

“We are still discussing it. What is clear is that the RKAB has been arranged. So I am still getting additional income from that,” Purbaya said at his office in Jakarta on Friday (24/7/2026).

“Moreover, coal prices rose yesterday, so I still profit. The important thing for me is to secure the budget,” he stressed.

With the adjustment of the RKAB by the Ministry of ESDM to boost domestic coal industry production, Purbaya assured that state revenue from export duties will not face pressure even though the coal export duty has not yet been imposed.

“If the RKAB is adjusted, it is safe. It seems that the president’s order has been followed, and the RKAB has been adjusted,” he explained.

It is known that the government has given mining business actors the opportunity to apply for a revision of the 2026 RKAB. The deadline for submission is set for the end of July 2026 to accelerate certainty of national production volume in the second half of the year.
