The clean river program in the Jakarta area cannot be carried
out incidentally. The cleaning of Ciliwung river, for example,
which divides the city of Jakarta, must be managed
systematically, so that cleanliness of the rivers can be
maintained.

In this context I would like to suggest that the Jakarta
administration sets up a special body responsible for the
cleanliness of Jakarta's rivers. The body can be a subsidiary of
the Ministry of Public Works, or the Cleaning Service Office, or
even act as an independent agent.

This would, inevitably, need an additional fund for its
operational activities. The governor can exercise due supervision
on the implementation of the cleaning scheme to make sure that
the rivers are always clean.

The service should include supervision on the buildings
located along the river, and recommend necessary actions against
parties that violate the existing regulations.
