Clarification on 2025 Policy Quality Index Rankings: Bandung Regency Secures Second Position in West Java

In response to information regarding the ranking of the local government Policy Quality Index (IKK) published by the @jabarstat Instagram account on Wednesday (16/09/2026), the Bandung Regency Government (Pemkab Bandung) finds it necessary to rectify the information by referring to the official 2025 IKK measurement results established through the Decree of the Head of the National Institute of Public Administration (LAN) Number 737/K.1/HKM.02.2/2025.

In the @jabarstat publication, Bandung Regency was not listed in the IKK rankings for local governments in West Java. However, based on the official measurement documents from the National Institute of Public Administration (LAN RI), Bandung Regency achieved an IKK score of 86.42, earning a “Very Good” qualification.

This qualification refers to the established IKK score ranges, namely 91.00–100 for “Excellent”, 80.00–90.99 for “Very Good”, 65.00–79.99 for “Good”, 50.00–64.99 for “Fair”, and less than 50 for “Poor”.

Based on a comparison of IKK scores among regencies and cities in West Java, Bandung Regency holds the second position, following Depok City, which achieved a score of 86.88.

Other local governments were recorded with scores below Bandung Regency, including Karawang Regency at 79.61, Sukabumi Regency at 78.36, Bekasi Regency at 77.91, Tasikmalaya Regency at 75.67, Indramayu Regency at 75.26, Garut Regency at 72.09, Cianjur Regency at 72.04, Tasikmalaya City at 71.39, and Subang Regency at 71.36.

The IKK is an official national instrument that measures policy quality based on aspects of planning, implementation, evaluation, and the impact of policies on development. Three specific policies were subject to assessment in the 2025 IKK, including Local Taxes and Levies, the Prevention and Improvement of Slum Housing Quality, and the Alignment of Spatial Utilisation Activities.

The final scores for each policy were 92.875 for Local Taxes and Levies, 100 for the Prevention and Improvement of Slum Housing Quality, and 66.375 for the Alignment of Spatial Utilisation Activities.

The Bandung Regency Government issued this clarification to ensure the public receives information regarding local government performance based on accountable official data and documents.

Furthermore, the Bandung Regency Government urges the public to scrutinise information sources and verify official documents as part of an effort to obtain accurate and accountable information.
