Jakarta, VIVA – The Civil Society Coalition for Security Sector Reform assesses that the current condition of the TNI is far from satisfactory. They even describe the situation as having reached a reform emergency stage, rather than merely requiring routine improvements.

This view emerged following statements from the Head of the TNI Information Centre, Major General Aulia Dwi Nasurlah, who outlined plans for internal TNI revitalisation. The programme is presented as a step to improve the institution, including taking firm action against members who violate the law through military courts.

However, according to the civil coalition, such measures do not touch upon the main problems. They argue that using military courts to try general criminal violations could result in perpetrators not being punished fairly.

The coalition explains that in a rule-of-law state, everyone must be treated equally, whether they are officials, military members, or ordinary citizens. If a general criminal act is committed, it must be tried in a general court.

“In a rule-of-law state, no citizens or groups may be given preferential treatment in their trials compared to other citizens,” said Al Araf from the Centra Initiative in his statement.

In the case of Andri Yunus, the coalition urges that the legal process be conducted in a general court. They consider this step important so that justice is truly felt by the victims.

Additionally, the coalition criticises the dismissal of the Head of BAIS as insufficient. According to them, what is more important is a transparent and open legal process, rather than merely changing positions.

Another issue highlighted is the role of BAIS as the TNI’s intelligence agency. The coalition assesses that this institution is often used beyond its primary duties. There are even suspicions of involvement in cases that should not fall under military intelligence jurisdiction.

“Reforming BAIS is an urgent matter so that intelligence is not misused for interests outside of national defence,” he added.

The coalition also spotlighted the increasing role of the military in civilian life. Currently, the TNI is seen as overly involved in matters outside of defence, such as occupying civilian positions or engaging in government projects.

“The military must return to its primary function as a tool of national defence, not venturing too far into civilian domains,” he further stated.
