Civil Service Police to Go Undercover as Civilians to Monitor West Jakarta Nightlife Venues
Jakarta (ANTARA) - The West Jakarta Civil Service Police Unit (Satpol PP) has opened the option of deploying undercover officers as a method of monitoring nightlife venues in the West Jakarta area during Ramadan.
"For nightlife surveillance, including tourism industry establishments such as massage parlours or discotheques, some of our members will conduct undercover operations, for example wearing plain clothes or civilian attire," said the Head of the Security and Order Section of West Jakarta Satpol PP, Edison Butar Butar, to journalists in Kembangan on Friday evening.
Edison said the undercover method would be used to conduct surveillance on nightlife venues that fail to comply with operating hour regulations during Ramadan.
"To observe whether they are genuinely following the established rules regarding their opening and closing hours," Edison said.
The undercover method will be carried out simultaneously with overt operations, in which a special team comprising 35 Satpol PP personnel will visit nightlife venues directly in full uniform.
Furthermore, Edison emphasised that surveillance using both methods is being conducted to enforce the DKI Provincial Government's circular regarding restrictions on operating hours for tourism industry businesses, particularly nightlife venues, during Ramadan.
"Should we find any violations, we will carry out enforcement action," Edison said.
The surveillance is being conducted to follow up on DKI Jakarta Governor's Regulation Number 18 of 2018 concerning the operation of tourism businesses.
The regulation has been elaborated in the form of an announcement through a circular letter from the Head of the DKI Jakarta Tourism and Creative Economy Agency regarding the operation of tourism businesses during Ramadan and Eid al-Fitr 1447 H/2026 CE.
Under the circular, operating hours for a number of nightlife venues have been tightened. Among them, nightclubs are permitted to operate from 20:30 WIB to 01:30 WIB.
Discotheques may operate from 20:30 WIB to 01:30 WIB, steam baths from 11:00 WIB to 23:00 WIB, and massage parlours from 11:00 WIB to 23:00 WIB.
Adult manual, mechanical, or electronic skill game arcades may operate from 11:00 WIB to 24:00 WIB.
Bars or drinking establishments may operate from 11:00 WIB to 01:00 WIB.
Executive karaoke businesses may operate during Ramadan from 20:30 WIB to 01:30 WIB, whilst family karaoke businesses may operate from 14:00 WIB to 02:00 WIB.
Billiard halls located within the same premises as executive karaoke venues may operate from 20:30 WIB to 01:30 WIB.
Standalone billiard halls may operate from 10:00 WIB to 24:00 WIB.
