Civil Service Pay Budget Rises in 2027 Draft State Budget, Will PNS Salaries Increase?
President Prabowo Subianto has not mentioned any government plan to raise salaries for state civil apparatus (ASN), including civil servants (PNS) and government employees with work agreements (PPPK), for 2027, during his speech on the financial note and the 2027 Draft State Budget (RAPBN).
Finance Minister Purbaya Yudhi Sadewa has also confirmed that the government has not yet decided to raise ASN salaries in 2027. He said the government is still discussing possible options to realise the basic salary increase.
This was revealed during a press conference on the 2027 RAPBN and Financial Note on Friday (14/8/2026). According to him, the government is still holding discussions regarding the ASN salary increase. “This is still being discussed,” he added.
Nevertheless, it is important to note that the Financial Note and the 2027 RAPBN documents do not mention any ASN salary increase, even though the nominal personnel expenditure has increased.
The planned personnel expenditure in the 2027 RAPBN is Rp 378.9 trillion, higher than the ceiling set in the 2026 State Budget of Rp 358 trillion.
The budget is used, among other things, for the payment of salaries and performance allowances for state apparatus in accordance with the bureaucratic reform achievements of each ministry/institution.
The personnel expenditure policy for the 2027 fiscal year is directed towards, among other things:
improving the quality and productivity of state apparatus in order to enhance the quality of public services, including through digitalisation;
continuing the comprehensive implementation of bureaucratic reform;
maintaining the accuracy of personnel expenditure calculations and improving the quality of personnel expenditure while preserving the purchasing power and consumption of state apparatus; and
calculating ASN needs for 2027 by taking into account the required employee formations and the number of retiring ASN, guided by a zero or negative growth policy.
For information, the last salary increase for civil servants occurred in 2024 through Government Regulation (PP) Number 5 of 2024, signed on 26 January 2024. Through that regulation, the government raised ASN salaries by 8% after four years without adjustment.
This means that over the past two years, the basic salary of civil servants has not changed. Looking at the past decade, ASN salary increases have also been relatively limited, occurring only three times: 5% in 2015, 5% in 2019, and 8% in 2024.
