Civil Servants Under Strict Supervision During Friday WFH, Menpan RB Ensures Performance Remains Measurable
The government has affirmed that the implementation of the Work From Home (WFH) scheme for Civil Servants (ASN) does not reduce the level of supervision. On the contrary, this new mechanism strengthens a performance-based control system that is more measurable, transparent, and digitally documented. This policy is part of the ASN management transformation that emphasises performance achievements over physical presence. Minister for PANRB Rini Widyantini emphasised that the flexible work system still demands high discipline and accountability from every ASN. “Every ASN is bound by measurable Employee Performance Targets. Supervision is carried out through electronic systems, not just physical attendance. ASN still work full five days with the same performance targets,” said Rini in her official statement on Friday (10/4/2026). Every agency leader has direct responsibility to monitor and ensure that their subordinates’ performance remains optimal, including during WFH implementation. Every Personnel Development Officer/Agency Leader is obliged to monitor and supervise the achievement of their subordinates’ performance targets, as well as ensure that the performance reporting system runs effectively. Evaluation of the implementation’s effectiveness must be reported to the Minister for PANRB no later than the 4th of the following month. This policy also serves as an accelerator for the adoption of digital government. Optimisation of information systems and the use of digital technology allows every ASN work activity to be documented systematically, thereby increasing accountability while closing the door to formalistic work practices. “The regulatory framework is already in place through Presidential Regulation Number 21 of 2023 on ASN Working Days and Hours, which is then detailed in Ministerial Regulation for PANRB Number 4 of 2025 on the Implementation of Official Duties Flexibly in Government Agencies. Meanwhile, the system and digital infrastructure are supported by Presidential Regulation Number 95 of 2018 on Electronic-Based Government Systems,” explained Minister Rini.
