Good news for civil servants (ASN). The government has set the earliest disbursement of the 13th-month salary for June 2026, after the Eid al-Fitr THR is rolled out from the end of February.

Based on Government Regulation No. 9 of 2026, the components received by ASN in the 13th-month salary include base salary, attached allowances, and performance allowances in accordance with applicable provisions.

This policy applies not only to permanent civil servants (PNS) but also to other ASN components, namely Government Employees with Work Agreements (PPPK), with several specific provisions. For PPPK with less than one year of service, THR and the 13th-month salary are given proportionally.

“PPPK with less than 1 calendar month of service before the 2026 Holiday, are not given holiday allowances, and PPPK with less than 1 calendar month of service before 1 June 2026, are not given the 13th-month salary,” states Article 9 paragraph 14 of Government Regulation No. 9 of 2026, quoted on Tuesday (31/3/2026).

In addition to PPPK, the regulation also covers rights for candidate civil servants (CPNS). For CPNS whose budget comes from the State Budget (APBN), the THR and 13th-month salary components include 80% of base salary plus food, general allowances, and performance allowances according to position.

Meanwhile, for CPNS using regional budgets (APBD), the components received are relatively the same. However, there is additional income that can be provided by local governments, with amounts adjusted to each region’s fiscal capacity.

“Additional income at most equal to what is received in 1 month for regional agencies that provide additional income, taking into account the region’s fiscal capacity and in accordance with statutory provisions, according to rank, position, job rank, or job class,” it states.
