Civil Servants' Performance in Badung Now Assessed Through Digital Platform
The Badung Regency Government has begun integrating the performance appraisal system for civil servants (ASN) into a single digital platform through the Electronic-Based Government System (SPBE). The step was taken to shift manual working patterns towards a more transparent and accountable model of bureaucratic governance.
“This SPBE training is not about teaching participants to become experts at building systems, but rather to understand and adopt digitally based government. From a manual pattern, all work processes and individual performance grading are now being integrated into a digital platform so they can be measured accountably,” said the Regional Secretary of Badung, Ida Bagus Surya Suamba, in the Samasta Room of the Badung Regional Personnel Agency (BKPSDM) on Monday (14/9/2026).
The 2026 SPBE management training, initiated by Badung’s BKPSDM, was attended by representatives from all regional apparatus organisations (OPD). The induction programme is intended to align perceptions across the bureaucracy in adopting digital technology.
“This training aims to enhance participants’ competencies so that governance in Badung runs cleanly, effectively, transparently, and accountably. The end point of this transformation is a guarantee of improved quality of public services that are digitally integrated and secure for the community,” said the Secretary of Badung’s BKPSDM, I Kadek Yuddy Artawan.
The opening of the training was also attended by the Head of Badung’s Communication and Informatics Office, Ketut Gede Arta. Meanwhile, the training materials were delivered by Widyaiswara from the Yogyakarta Regional Office of the Ministry of Home Affairs’ Personnel and Development Agency, Nurul Fai’zah and Agenes Judith Abigail Lusikooy.
“All participants received comprehensive material, ranging from SPBE risk management to data collaboration across regional apparatus organisations. Participants were also equipped with material on infrastructure, policy governance, and the preparation of concrete action plans for SPBE management,” said Yuddy.
