Civil Servants Granted WFH Every Friday: How to Ensure They Work?

Interior Minister Tito Karnavian has requested that Civil Servants (ASN) implementing work from home (WFH) every Friday in a week remain on standby.
He has asked that the gadgets of ASN remain active, so that work is not disrupted.
“To ensure that ASN are truly carrying out WFH, and then their mobile phones are required to be active, so that their location can be known through geo-location,” said Tito during a press conference in Seoul, South Korea, on Tuesday (31/3).
In his presentation, ASN are required to respond to calls/messages within a period of less than 5 minutes during WFH. Tito has also prepared several consequences for those who violate it.
First, for those who do not respond to two calls, they will receive a verbal reprimand.
Second, not responding within a five-minute period without reason will result in a written reprimand.
Finally, for ASN who repeatedly make mistakes, they will undergo performance evaluation and administrative sanctions.
The government is implementing a WFH work scheme for ASN one day a week every Friday for energy efficiency in facing global conflicts.
“The implementation of WFH for ASN in the centre and regions, one working day in a week, namely every Friday, which is regulated in the Circular Letter of the Minister of State Apparatus Empowerment and Bureaucratic Reform and the Circular Letter of the Minister of Home Affairs,” said Coordinating Minister for the Economy Airlangga Hartarto.
However, at the same time, Tito stated that there are several ASN positions at the Provincial and Regency/City levels that are not included in the WFH policy.
Quoting from his presentation, there are 11 ASN positions at the provincial level that are excluded from the WFH policy. Two of them are High Leadership Positions of Madya and High Leadership Positions of Pratama.
Then for the Regency/City level, there are 12 ASN positions that are excluded from the WFH policy. One of them is the sub-district head and village head/sub-village head.

Public order, security, and community protection service units in regional apparatus that handle government affairs in the field of public order, security, and community protection;
Cleanliness and waste service units in regional apparatus that handle government affairs in the environmental sector;
Population service units in regional apparatus that handle government affairs in population administration and civil registration;
Licensing service units in regional apparatus that handle government affairs in investment;
Health service units in regional apparatus that handle government affairs in health, such as regional hospitals, regional health laboratories, and other health units;
Education service units in regional apparatus that handle government affairs in education, such as senior high schools/vocational/similar;
Regional revenue service units in regional apparatus that handle supporting elements of government affairs in finance, namely vehicle registration offices; and
Other public service units that provide direct services to the community.
Regency/City Government:
High Leadership Position of Pratama;
Administrator Position (Echelon III); Sub-district Head or other titles and Village Head/Sub-village Head or other titles;
Emergency and preparedness service units in regional apparatus that handle disaster sub-affairs;
Public order, security, and community protection service units in regional apparatus that handle government affairs in public order, security, and community protection;
Cleanliness and waste service units in regional apparatus that handle government affairs in the environmental sector;
Population service units in regional apparatus that handle population and civil registration affairs;
Licensing service units in regional apparatus that handle government affairs in investment such as Public Service Mall (MPP) and One-Stop Integrated Service (PTSP);
Health service units in regional apparatus that handle government affairs in health, such as regional hospitals, community health centres, regional health laboratories, and other health units;
Education service units in regional apparatus that handle government affairs in education, such as Early Childhood Education (PAUD), kindergartens, elementary schools, and junior high schools/similar;
Regional revenue service units in regional apparatus that handle supporting elements of government affairs in finance, such as regional tax service technical implementation units; and
Other public service units that provide direct services to the community.
