Finance Minister Purbaya Yudhi Sadewa has explained why the realisation of Eid al-Fitr bonus (THR) disbursements for state apparatus has not yet reached 100 percent. According to Purbaya, this is due to administrative obstacles at the ministry and agency (K/L) level. Nevertheless, Purbaya stated that the Ministry of Finance only serves as the budget distributor based on submissions from each agency. “It’s the ministries/agencies that submit. We just pay upon receipt, pay upon receipt, pay upon receipt,” said Purbaya at the Ministry of Finance on Friday (27/3/2026). He added that the disbursement process heavily depends on the completeness of requirements submitted by each K/L. If there are still deficiencies or non-compliance with provisions, payments will be delayed. “You can ask the submitters. Maybe their requirements aren’t clear yet. I don’t know the details; it’s case by case,” he said. Thus, disbursements can be carried out promptly once submissions from the relevant agencies are deemed complete. “What’s clear is that the funds are already prepared here,” he stressed. Based on Ministry of Finance data, as of 25 March 2026 at 3:00 PM WIB, the realisation of THR payments for central government apparatus has reached Rp 18.5 trillion to 2,500,524 employees and personnel. For government employees with work agreements (PPPK), it amounts to Rp 1.04 trillion for 429,771 employees, while for Polri members, it is Rp 3.42 trillion for 489,654 personnel. Additionally, TNI soldiers have received Rp 3.37 trillion for 581,434 personnel, and non-civil servant government employees (PPNPN) have obtained Rp 344.8 billion for 73,593 employees. Administratively, 8,891 work units (satker) have made THR payments, with all ministries/agencies or 98 K/L having submitted payment requests.
