Civil Servant Posts Are No Longer Up for Grabs, BKN Chief: Must Align with Asta Cita
Jakarta, CNBC Indonesia - The Head of the National Civil Service Agency (BKN), Zudan Arief Fakrulloh, revealed that the process of filling civil servant (ASN) posts must be aligned with the needs and objectives of the organisation, from the vision and mission of regional leaders to the President’s Asta Cita. He spoke during a press briefing on talent management preparations from the Bolaang Mongondow Selatan Regency and Halmahera Timur, at the BKN Headquarters in Jakarta, on Tuesday 3 March 2026. ‘The spirit is that we, together, build talent management to realise the President’s Asta Cita. The duty of talent management is to select officials or human resources in districts/cities to realise the vision and mission of the regional heads,’ Zudan said, as quoted in a press release on Wednesday 4 March 2026. In implementing talent management, Zudan illustrated that if a region aims to realise a religiously oriented area or improve health services, then the right officials must be sought, starting from the head of the department to unit leaders or work units, such as the Satpol PP (Civil Service Police Unit) or the Head of the Community Health Centre (Puskesmas). He urged that the implementation must ensure every position is filled by an ASN with clear potential, competence, and track record. ‘When we search for candidates, we will certainly choose those with potential, competence, and the triggers of success, namely willingness, knowledge, and track record,’ he said. As is known, since last year BKN has been strengthening the talent management programme across central and regional government agencies, in line with the issuance of Head of BKN Decree Number 411 of 2025. ‘To realise Indonesia’s forward-moving vision and support the achievement of national development objectives in the President of the Republic of Indonesia’s Asta Cita, an ASN who is professional, competent, and of high integrity is required through the ASN Talent Management,’ as stated in the considerations section of the decree that Zudan signed since 11 August 2025. In the sixth clause of the decree, all government agencies from 1 January 2026 must use the Talent Management Information System for ASN Service (Layanan Manajemen Talenta ASN) of the National Civil Service Agency to support the implementation of integrated ASN talent management.
