Civil Registration Agency Guarantees Services Remain Open Throughout Ramadan
The Directorate General of Population and Civil Registration (Dukcapil) at the Ministry of Home Affairs has confirmed that civil registration services will continue to operate optimally throughout Ramadan. Director General Teguh Setyabudi has instructed all district and municipal Population and Civil Registration Offices (Disdukcapil) to adjust their operational hours accordingly.
Teguh said the adjustment of operational hours must still prioritise the quality of service to the public, emphasising that civil registration is a basic service that must remain available during Ramadan.
“I have asked all Disdukcapil offices at the district and municipal level to keep civil registration services open, both offline at their offices and through online services. The adjustment of civil servant working hours during Ramadan must be accompanied by earlier service hours, but the quality of service must not decline,” Teguh said in a statement on Saturday (21/2/2026).
He noted that the public continues to require services including the recording and printing of electronic identity cards (KTP-el), activation of Digital Population Identity (IKD), issuance of Family Cards (KK), birth certificates, and other population documents.
“Population documents are a fundamental right of every citizen. No member of the public should experience delays in obtaining their KTP-el, Family Card, birth certificate, or other documents simply because of changes to working hours. Services must remain optimal, swift, and responsive,” he stressed.
Teguh said service hours will generally begin earlier during Ramadan. For Monday to Thursday, services will run from 08:00 WIB to 14:00 or 15:00 WIB. On Fridays, services will begin at 08:00 WIB and end earlier at 11:00 or 13:00 WIB, with extended breaks for Friday prayers. On Saturdays and weekends, services will remain open with limited hours.
Teguh cited Sukoharjo Regency as an example, where the “Sabtu Ceria” (Cheerful Saturday) service will continue operating with limited hours, such as 08:00 to 11:30 WIB. He urged each region to publicise their updated schedules through social media or their official websites.
Additionally, Dukcapil is encouraging the implementation of mobile outreach programmes dubbed “Ramadan On The Spot”, which target KTP-el recording at specific locations, including for vulnerable groups such as persons with disabilities and the elderly.
“We are asking regions to remain creative in delivering mobile outreach services, especially for residents with limited access. During Ramadan in particular, the spirit of service must be even stronger,” Teguh said.
Teguh also called for the acceleration of Digital Population Identity (IKD) activation, particularly in 40 districts and municipalities designated as pilot locations for the digitalisation of social protection programmes (Perlinsos).
He stressed that IKD activation is crucial for ensuring accurate targeting and data integration in the distribution of digitally-based social assistance.
“I am asking regions, particularly the 40 pilot districts and municipalities for Perlinsos digitalisation, to accelerate IKD activation. This is key to strengthening the validity of beneficiary data and supporting the transformation of social protection services to be more accurate and transparent,” Teguh emphasised.
“Let us use Ramadan as a moment to accelerate the digital transformation of population services. We must collectively push IKD activation so that the public can more easily access public services and social protection programmes,” he added.
Furthermore, Dukcapil urged the public to make use of online services available in their respective regions. In DKI Jakarta, for instance, residents can use the Alpukat Betawi application to process various population documents.
Teguh stressed that his office will continue to monitor service delivery across all regions to ensure it remains of the highest standard.
“Ramadan is not a reason to lower service standards, but rather an opportunity to enhance integrity, accelerate digitalisation, and improve the quality of public services for the community,” Teguh said.
He added that Dukcapil services will remain active during Ramadan via the live chat feature on the Dukcapil website at dukcapil.kemendagri.go.id.
