Civil Coalition Urges Prosecution of Brain and Executors in Andrie Yunus Attack in General Court

The Civil Society Coalition for Security Sector Reform has strongly condemned the acid attack on Andrie Yunus, Deputy Coordinator of KontraS, allegedly carried out by four TNI members. The coalition is demanding that the four soldiers be prosecuted criminally through the general justice system.

“The Civil Society Coalition deeply regrets the TNI’s reactive response, which intends to resolve the matter through the military justice route. However, it is common knowledge that the military justice system is plagued by impunity, often serving as a space to cover up accountability for general criminal acts involving TNI members,” the coalition stated in a press release on Wednesday (18/3/2026).

The coalition believes that the systematic elements and command responsibility behind the acid attack on Andrie Yunus are unlikely to be uncovered if handled through the military justice system.

“On the contrary, the case would be closed at the level of the field perpetrators alone, leaving an unresolved trail of human rights violations,” it said.

Therefore, the coalition is urging a thorough investigation of the case up to the intellectual actors. The coalition is pushing for the case to be processed through a transparent and accountable court in the general justice system.

“Considering the initial indications of the involvement of field perpetrators, the BAIS Chief, TNI Commander, and Defence Minister should not wash their hands of and shirk responsibility for this incident. As the highest command holders over the field perpetrators, all three are responsible for opening up this case thoroughly until the intellectual perpetrators are revealed,” it said.

The Civil Society Coalition views the acid attack on Andrie as a serious threat to human rights defenders as well as the future of human rights and democracy in Indonesia. Accordingly, the coalition assesses that serious attention is needed in handling the case.

“By ensuring resolution through the general criminal justice mechanism and, if the elements are met, through the Human Rights Court mechanism for gross human rights violations. This is important so that similar cases of violence and terror targeting society no longer occur, as a manifestation of the guarantee of non-recurrence,” it said.

Previously, the TNI’s Puspom revealed that four TNI BAIS soldiers are the suspected perpetrators. The four suspects are initialled NDP, SL, BWH, and ES.

TNI Danpuspom Major General Yusri Nuryanto stated that the four perpetrators are members of the Denma BAIS TNI from the naval (AL) and air force (AU) branches.

He said that the suspects have currently been secured. They are also still being further investigated by Puspom TNI.

Meanwhile, Polda Metro Jaya has announced two perpetrators who acted as executors in the acid attack on Andrie Yunus. The two suspects are initialled BHC and MAK.

However, the police suspect that the total number of perpetrators involved in this acid attack is more than four.

“Currently, we suspect that we can inform that the two people we showed earlier from this Polri data—one initial BHC, two initial MAK. However, from our investigation results, we do not rule out the possibility that the perpetrators could be suspected to be more than four,” said Dirreskrimum Polda Metro Jaya Kombes Iman Imannudin at Mapolda Metro Jaya, Jakarta, on Wednesday (18/3/2026).
