City Government and PT PCF in Deadlock Over Mataram Mall Royalty Arrears

A marathon meeting between the Mataram City Government and PT Pacific Cilinaya Fantasi (PCF) regarding the outstanding royalties for Mataram Mall has yet to yield results. Despite lasting more than four hours, the two parties remain divided over the amount of arrears.

“The meeting only reached the stage of exchanging calculation data. It has not yet reached an agreement,” said the Head of the Mataram City Communication and Informatics Office, M Ramadhani, after the meeting at the Mayor’s Office on Wednesday (13/5/2026).

The Mataram City Government calculates PT PCF’s royalty arrears at Rp 1.2 billion per year based on an appraisal. However, PT PCF states it is only able to pay Rp 600 million per year.

According to Ramadhani, the difference arises because PT PCF questions the appraisal used by the Mataram City Government.

“We are considered to have differing calculations because the appointment of the appraisal is deemed unilateral by us. Meanwhile, they also claim to have data, even though according to our appraisal, that data originates from them as well,” he said.

With no meeting of minds, a follow-up meeting is scheduled for Monday (18/5).

“There are still differences in calculations. Insyaallah, there will be another follow-up meeting,” Ramadhani explained.

PT PCF’s Legal Advisor, Bambang Widjojanto, declined to disclose the results of the discussion.

“It was agreed inside that it is not for public consumption,” he said.

For information, the cooperation contract between PT PCF and the Mataram City Government ends on 11 July 2026.

City Government Demands PT PCF’s Obligations

Previously, Mataram Mayor Mohan Roliskana urged PT PCF to promptly settle all obligations before discussions on a new contract take place.

“So the main point is that we are asking PT Pacific Cilinaya Fantasi to fulfil their obligations in accordance with the agreements already set out in the previous contracts,” Mohan said.

“There are several obligations that have not yet been fulfilled by the management of PT Pacific. If everything can be settled later, I ask that it be resolved immediately,” he emphasised.

KPK and Prosecutor’s Office Also Highlight the Issue

The Corruption Eradication Commission (KPK) previously also reminded the managers of Mataram Mall to promptly pay the royalties to the Mataram City Government to avoid default.

The Mataram District Prosecutor’s Office also requested that the royalty arrears, which have been ongoing for years, be settled immediately.

“We from the Prosecutor’s Office propose an opinion that the obligations be settled,” said the Head of the Mataram District Prosecutor’s Office, Gede Made Pasek Swardhyana.

Pasek also assessed that the old contract between the two parties has legal flaws, including regarding the handover of the building and the cooperation time limit.
