City Council approves two parking operators

JAKARTA (JP): City Council Speaker Edy Waluyo said on Wednesday the council had recommended two private parking operators to manage the city's on-street parking.

"We recommended that the city administration choose these two operators," Edy of the Indonesian Military/National Police faction said.

He said the council's recommendation of the two operators -- PT Adiwira Sembada and PT Mega Nusantara Masagena -- concurred with the results of an evaluation of the four parking operators vying to win the contract. The evaluation was carried out by the University of Indonesia's Technology Research Institute.

But Edy said the council would not object if the city administration chose to include the other two operators, PT Rodial Indonesia and PT Sumber Batu, in the management of the city's on-street parking.

"It is up to the administration. But it should be taken into consideration that the two operators (recommended by the council) are the best and they should be given larger parking areas (to manage)," he said.

Council deputy speaker Djafar Badjeber suggested PT Adiwira be assigned to manage on-street parking in North, West and East Jakarta, while PT Mega could manage parking in Central and South Jakarta.

"I hope the city administration can submit a cooperation agreement with the operators to be approved by the council in the next two months," he said.

He suggested the agreement with the parking operators be evaluated every two years, and include a termination clause if the operators were found to be performing poorly.

He stressed that the agreement with the private parking operators should not result in the dismissal of people currently employed as parking attendants or employees of the City Parking Agency.

The parking agency has been the frequent target of criticism because of its annual losses. The agency was allotted Rp 14.6 billion (US$1.62 million) in the 2000 city budget to manage parking in the capital.

City Bylaw No. 5/1999 stipulates that the administration is charged with managing on-street parking in the capital, but leaves open the possibility of cooperating with private companies.

The two operators, if they are appointed, would manage 517 on- street parking areas across the capital, covering about 127,856 square meters.

The city administration earlier announced that the four parking firms had passed the second stage of the screening process for the partnership program.

The four operators were selected from 50 firms that took part in the tender. (jun)
