Citizenship of child in Hamburg

As indigenous Indonesian citizens, my wife and I hold
identity cards (KTPs) and Indonesian passports. One of our
children, P, was born in Jakarta and works in Hamburg, Germany,
and holds an Indonesian passport with an unlimited permit visa.

Several years ago, P married an indigenous Indonesian woman,
W, who was born in Hamburg and also works in the city. She, too,
has an Indonesian passport with an unlimited permit visa.
Similarly, her parents are indigenous Indonesians living in
Hamburg who possess Indonesian passports with unlimited permit
visas.

At the end of 2003, P and W had a baby boy, R, born in
Hamburg. When they reported R's birth to the Indonesian Consulate
in Hamburg, they were very disappointed because the consulate
could not give Indonesian citizenship to R, who was required to
become a German citizen because he was born in Germany.

In this case, I would like to request clarification from the
Ministry of Foreign Affairs or other relevant agencies about the
decision by our consulate in Hamburg, which was unable to grant
Indonesian citizenship to R, along with the procedures or
requirements in order to obtain citizenship for R.
