PT Perusahaan Gas Negara (Persero) Tbk (PGN), as Pertamina’s Gas Subholding, together with its subsidiary PT Pertamina Gas (Pertagas), is strengthening the foundation of national energy business and infrastructure through the commissioning of the Cirebon–Semarang II (CISEM II) gas transmission pipeline metering system. This milestone signifies the full operational readiness of the National Strategic Project (PSN) in connecting the natural gas network from East Java to West Java.

Together with the Ministry of Energy and Mineral Resources (ESDM), PGN and Pertagas conducted the ceremonial commissioning of the KHT Metering and CISEM II Gas Transmission System integration with the West Java transmission system at Kandang Haur Timur (KHT) on Saturday (6/6).

This commissioning marks an important milestone in strengthening national gas network connectivity, particularly to support the integration of the transmission system from East Java to West Java. The CISEM II pipeline is considered strategic for improving the reliability of gas distribution, strengthening national energy security, and supporting sustainable industrial and economic growth.

The event was attended by the Director General of Oil and Gas Laode Sulaeman, Head of the Finance Bureau of the Ministry of ESDM Ari Gemini, Inspector IV of the Ministry of ESDM Bambang Utoro, Director of Oil and Gas Infrastructure Planning and Development Agung Kuswardono, PGN Commercial Director Aldiansyah Idham, Pertagas President Director Indra P. Sembiring, Head of the Oil and Gas Testing Centre (LEMIGAS), and representatives from the KSO Timas–Pratiwi as the contractor for the CISEM II construction.

The 242-kilometre CISEM II pipeline connects to the CISEM I pipeline, which has been operating from Semarang to Batang. The main commissioning phase of CISEM II at Kandang Haur was successfully carried out on Friday (5/6). All facility testing stages and flow tests were conducted to ensure good system performance as part of verifying full operational readiness of CISEM II until it connects with Pertagas’s existing operating facilities.

Director General of Oil and Gas at the Ministry of ESDM, Laode Sulaeman, stated that the commissioning of CISEM II is a significant achievement in national energy infrastructure development. “Following the success of CISEM I, today we witness the commissioning of CISEM II, which completes the gas pipeline connectivity on Java Island. This infrastructure strengthens national energy security and enhances the system’s capability to distribute gas to various regions and user sectors. We appreciate all parties who have collaborated so that this strategic project can be completed and operated properly,” said Laode.

In this project, Pertagas was officially designated by the Ministry of ESDM as the operator of CISEM II through a partner selection process conducted by LEMIGAS in April 2026, continuing a similar role as the operator of the CISEM I Pipeline since 2023. PGN Group fully supports the commissioning process along with the technical operations, including line checks, valve opening, pressure monitoring, dynamic test stream metering, and verifying system readiness at the KHT Metering Station.

PGN Commercial Director Aldiansyah Idham said that the successful commissioning of CISEM II demonstrates PGN Group’s commitment to maintaining the sustainability of the national gas business through infrastructure strengthening and optimisation of domestic energy utilisation. This success is the result of synergy among all stakeholders in supporting the optimisation of domestic gas use. “The Metering System commissioning at Kandang Haur Timur is an important part towards fully optimising the utilisation of CISEM II infrastructure, thereby providing better flexibility and reliability for the national gas transmission system,” said Aldiansyah.

Pertamina Gas President Director, Indra P. Sembiring, confirmed the full operational readiness of the CISEM II system. “With the completion of commissioning at Kandang Haur Timur, the CISEM II system is ready to operate and becomes an important part of the national gas transmission network, now connected from East Java to West Java. Pertagas has prepared facilities, infrastructure, and personnel spread from East Java to West Java to ensure the operation of this infrastructure runs safely, reliably, and optimally,” said Indra.

Collaboration between PGN, Pertagas, the Directorate General of Oil and Gas, LEMIGAS, and all stakeholders was key to successfully resolving various technical and operational challenges during the commissioning process.

The successful development of gas transmission infrastructure such as CISEM II demonstrates PGN Group’s ability to strengthen its long-term business fundamentals through the development of strategic assets that support growing domestic gas demand. Strengthening the national energy infrastructure also serves as a positive indicator of PGN Group’s business sustainability amid global energy dynamics.
