The government has established a work from home (WFH) policy for civil servants (ASN) as part of efforts to save energy. This ASN WFH policy is contained in the Circular Letter of the Minister of PAN-RB Number 3 of 2026 concerning the Implementation of Official Duties for ASN Employees in Government Agencies, which takes effect from 1 April 2026.

The Minister of State Apparatus Utilization and Bureaucratic Reform of the Republic of Indonesia (MenPAN-RB), Rini Widyantini, explained that this adjustment serves as a guide for government agencies in regulating the implementation of ASN official duties in a more flexible manner while still prioritising organisational performance.

“Through this policy, we encourage the implementation of official duties that are more efficient, effective, adaptive, and digitally based, thereby improving ASN productivity and the quality of public services in a sustainable manner,” said Rini in a written statement on Wednesday (1/4/2026).

The adjustment to the ASN work pattern is carried out through a combination of work location flexibility, namely four working days in the office (work from office/WFO) from Monday to Thursday and one working day from home/residence which is the ASN’s domicile location (work from home/WFH) on Friday.

Nevertheless, Rini emphasised that this policy does not change the provisions for working days and hours for ASN, but rather an adjustment to the work method that remains oriented towards performance achievements.

“Work flexibility must still align with the achievement of performance targets. The main focus remains on output and outcome, not on the work location,” Rini stressed.

Previously, the government had designated Friday as the day for implementing work from home or WFH for civil servants (ASN). Coordinating Minister for the Economy Airlangga Hartarto stated that the policy had been calculated based on post-COVID handling experiences.

“Why Friday? Because some ministries have already done that, working four days in a week with applications, this after the COVID period,” said Airlangga during a press conference on Tuesday (31/3/2026).

Airlangga also mentioned that the workload on Fridays is not as heavy as on other days. However, he emphasised that public services will continue to operate despite the implementation of WFH one day a week for ASN.

“We chose Friday because it’s half, meaning not full from Monday to Thursday. But public services will still run,” said Airlangga.

The following is the content and attachment of the Circular Letter of the Minister of PAN-RB Number 3 of 2026 on ASN WFH.

Content of the ASN WFH Circular Letter Every Friday

  • Personnel Development Officials/Heads of Government Agencies adjust the implementation of official duties for ASN Employees in their respective agencies through a combination of flexibility in the implementation of official duties by location, namely:
  1. official duties in the office (work from office/WFO); and

  2. official duties at home/residence which is the domicile location of the ASN Employee (work from home/WFH).

  • The adjustment to the implementation of official duties as referred to in point 1 is carried out with the following provisions:
  1. 4 (four) working days in 1 (one) week for WFO implementation, namely on Monday, Tuesday, Wednesday, and Thursday; and

  2. 1 (one) working day in 1 (one) week for WFH implementation, namely on Friday.

  • Personnel Development Officials/Heads of Government Agencies regulate the proportion of the number of ASN Employees and the technical mechanism for adjusting the implementation of official duties as referred to in point 2 in their respective agencies by considering:
  1. the characteristics of official duties and the type of government services; and

  2. the achievement of individual, work unit, and organisational performance.

  • Personnel Development Officials/Heads of Government Agencies ensure that the adjustment to the implementation of official duties as referred to in point 2 does not disrupt the smooth running of government administration and the quality of public services. For this purpose, Personnel Development Officials/Heads of Government Agencies need to pay attention to the following matters:
  1. optimising the implementation of information systems in their respective agencies and utilising shared national-level information systems, including for evidence of attendance and performance reporting for ASN Employees;

  2. instructing Public Service Organising Organisations in their respective agencies to:

  1. ensure that the organisation of essential public services that directly impact the community remains available and accessible, such as health services, security, cleanliness, population affairs, as well as emergency and preparedness services;

  2. pay attention to providing services that are friendly to vulnerable groups, including persons with disabilities, the elderly, pregnant women, and children; and

  3. ensure that public participation in public service organisation is accommodated, by opening complaint channels and conducting Public Satisfaction Surveys;

  1. conducting monitoring and supervision of the fulfilment and achievement of organisational performance targets and ASN Employee performance;

  2. providing clear information to the public if there are changes in service mechanisms and/or procedures for accessing public services, and ensuring that service completion is in accordance with the established time and quality standards; and

  3. ensuring that the output of services, whether conducted online or offline, is carried out in accordance with the established service standards.

  • This Circular Letter of the Minister takes effect on 1 April 2026.
