The Class I Cipinang Penitentiary has confirmed that the placement of Razman Arif Nasution in Block E, ground floor, is not special treatment but part of standard healthcare procedures for inmates. The decision was made after a medical assessment indicated Razman has several health conditions requiring supervision.

“In the context of Razman Nasution, the prison highlighted his physical and health conditions. His physical condition includes a body weight reaching 120 kg,” said Head of Class I Cipinang Prison, Syarpani, in Jakarta on Sunday. Furthermore, a diagnosis from a specialist doctor at Gatot Soebroto Army Central Hospital on 19 January 2026 stated that Razman suffers from a blocked blood vessel. The prison medical team also found symptoms of a mild stroke and an anxiety disorder. Currently, Razman shares a cell with two other inmates who also have health issues.

“Officers placed him in a location that facilitates medical monitoring and evacuation if needed at any time. This placement is part of healthcare services and protection for inmates as mandated by the Corrections Law and the Director General of Corrections Decree,” Syarpani explained. As with the admission and placement of other inmates, two legal instruments serve as references for the prison: Law Number 22 of 2022 on Corrections, and the Director General of Corrections Decree Number PAS-170.PK.01.01.02 of 2015 on Registration and Classification Standards for Convicts and Detainees.

The Director General’s Decree contains technical regulations stipulating that newly admitted inmates must undergo stages including administrative registration, health screening, risk and needs assessment, and classification as the basis for determining placement. The right to healthcare services is also enshrined in Article 9 point (D) of the Corrections Law, which states that inmates are entitled to healthcare services, proper food, and physical and spiritual care. “This right is absolute and must be fulfilled by the state through correctional officers,” Syarpani stated.

The law also prohibits discrimination in corrections. Article 3 point C affirms the principle of non-discrimination against inmates. “There is a principle of non-discrimination and humanity that applies to all prisons. This means the fulfilment of health rights must be equal, without distinction based on the type of crime or the inmate’s background. Illness actually becomes a priority of concern,” said Syarpani.

Furthermore, the assessment process for inmate placement, according to Article 36 paragraph (4) of Law Number 22 of 2022 on Corrections, regulates that inmates are grouped not only by age and gender but also by risk assessment. “This includes the physical and psychological health conditions of the inmate. The results of the health assessment will determine whether a sick inmate needs to be placed in a special block, isolation room, or health chamber,” Syarpani explained.

Syarpani also recounted that another inmate under his supervision requires medical treatment involving dialysis twice a week. “We are also obliged to facilitate the treatment for the individual by providing escort services to the hospital, of course under supervision according to SOP,” Syarpani said. He noted that the direction of guidance in corrections is not torture and revenge, but has transformed into being rehabilitative and restorative.

According to Syarpani, inmates are also human beings and part of the Indonesian people. An inmate is a person undergoing guidance by the state, through the prison, so they are ready to return to society as a better version of themselves. “If the prison already knows that an inmate has health problems, for example weighing 120 kg and other health issues, but still places them on an upper floor where they have to carry out daily activities in the prison, it could pose a risk endangering the life of the sick inmate,” Syarpani said.

Regarding health services, Syarpani stated that every prison provides medical check-up services. If the medical team later confirms that Razman is in a healthy condition, his status will change from an inmate under special supervision or observation to a general inmate, and his placement will be adjusted according to his latest health condition. “Every prison, including ours, has a medical team with doctors to check the health conditions of inmates. As long as they require medical supervision, inmates are placed according to the results of the health assessment,” Syarpani said.

Syarpani explained that the orientation period is a mandatory stage when new inmates enter the prison. Regarding facilities, every inmate entering Class I Cipinang Prison receives a sleeping place in the form of a mattress along with other equipment according to established standards. “Once the medical team declares their condition stable, the placement will be adjusted according to the procedures applicable to other inmates,” Syarpani concluded.
