The Cimahi City Department of Culture, Tourism, Youth, and Sports (Disbudparpora) has asserted that the relocation of a Dutch East Indies-era electrical substation, affected by the construction of the underpass on Jalan Gatot Subroto, does not violate any regulations.

The Algemeene Nederlandsche Indische Electriciteit Maatschappij (ANIEM) substation, located in the Taman Kartini area, is classified as a suspected cultural heritage object (ODCB). The process of shifting this historic substation will be carried out by the West Java Highways and Spatial Planning Agency, which is responsible for the underpass construction project.

“Yes, it will be moved by the West Java Highways Agency. According to the regulations, this is permitted under certain emergency conditions,” said the Head of Culture and Tourism at Cimahi’s Disbudparpora, Lucky Sugih Mauludin, when confirmed on Friday (18/09/2026).

The provisions for moving suspected cultural heritage objects are outlined in Government Regulation (PP) Number 1 of 2022 concerning Cultural Heritage. Naturally, the relocation of the ANIEM substation must undergo administrative stages in accordance with the law.

“The administration is currently being processed, which is why it has not been moved yet. The Highways Agency will submit a proposal to the Mayor, which will then be directed to Disbudparpora and the TACB (Cultural Heritage Expert Team),” explained Lucky.

The ANIEM electrical substation is a piece of Dutch East Indies heritage estimated to have been built in the 1920s. ANIEM was an electricity company established in the Dutch East Indies under the Maintz & Co. firm to produce and supply electricity across Java.

Lucky noted that the Dutch-era substation in Taman Kartini is no longer functional. Nevertheless, the structure cannot be demolished as it remains a protected heritage object.

“It is no longer active, and the interior is empty. However, it is still a heritage building,” said Lucky.
