Cimahi Municipality Accelerates Disbursement of Holiday Allowance for Civil Servants
The Cimahi Municipality is ensuring accelerated disbursement of the 2026 Holiday Allowance (THR) for the local government apparatus.
This measure follows the issuance of Government Regulation No. 9 of 2026 concerning the provision of Holiday Allowance and Thirteenth Salary to State Civil Apparatus, Pensioners, Pension Recipients, and Allowance Recipients for 2026. Additionally, a circular from the Ministry of Home Affairs No. 100.2.1.6/881/OTDA was issued regarding the acceleration of local government regulation formulation relating to the technical administration of THR and thirteenth salary disbursement from local budgets.
Cimahi Mayor Ngatiyana stated that the municipality is currently expediting the technical regulatory process so that THR disbursement can be realised promptly to eligible recipients. “We are accelerating the THR disbursement process for the local government apparatus so it can be received before the Hari Raya holiday,” he said on Thursday (12 March).
He assured that THR payments would not be subject to any deductions. The tax on THR payments will be borne by Cimahi Municipality so that the amounts received by employees will be paid in full. “We believe the THR provision can assist the local government apparatus in meeting their needs ahead of Hari Raya whilst serving as recognition of the performance and dedication of employees in providing services to the community,” he said.
THR will be provided to various government officials within the Cimahi Municipality, including civil servants (PNS), contract-based civil servants (PPPK), civil servant candidates (CPNS), the Mayor and Deputy Mayor, DPRD leadership and members, as well as non-ASN leadership and staff of local public service bodies (BLUD).
The THR component consists of basic salary, family allowance, and official allowance or general allowance for PNS, PPPK, Mayor, and Deputy Mayor. For DPRD leadership and members, the THR component includes representation allowance, family allowance, and official allowance.
THR will be paid in full at 100 percent, with certain special provisions. CPNS will receive THR at 80 percent of the monthly income component. Meanwhile, PPPK with less than one year of service will receive THR proportionally according to their tenure at Cimahi Municipality.
Beyond salary and allowance components, Cimahi Municipality also provides Additional Employee Income (TPP) to PNS, PPPK, and CPNS. The TPP amount is adjusted to the regional fiscal capacity whilst considering principles of fairness and reasonableness.
TPP percentages vary by position group: 1) For senior leadership positions equivalent to Class II and administrative positions Class III, 25 percent of the TPP received; 2) for supervisory positions Class IV, functional positions, and implementing staff at regional agencies, 30 percent of the TPP; 3) specifically for PNS and PPPK with teacher status, TPP is provided at 100 percent of the additional income received; 4) for CPNS and some PPPK, additional income is provided in the range of 10-30 percent, adjusted to respective regulations and tenure.
