Cimahi City Government's Strategy to Realise a Corruption-Free Zone Across All OPD

REPUBLIKA.CO.ID, CIMAHI - The Cimahi City Government (Pemkot Cimahi) has launched the development of Zona Integritas (ZI) as an initial step towards the predicate Wilayah Bebas dari Korupsi (WBK). This is to promote the establishment of a government administration that is clean and accountable.

Deputy Mayor Adhitia Yudisthira said the government must dare to build a strong system, uphold a culture of honest work, and ensure that every service provides tangible benefits to the public. In this way, the development of Zona Integritas towards Wilayah Bebas dari Korupsi can be created and implemented within Pemkot Cimahi.

“In the development of Zona Integritas towards WBK there must be innovation, or to formulate a model that is specific to the working units that can meet public needs, so that the public becomes happier and more prosperous,” said Adhitia, on Thursday (5/3/2026).

Adhitia reminded that in the era of modern governance, the bureaucracy is no longer expected merely to be fast. The bureaucracy is also expected to be clean, transparent, and trustworthy. According to Adhitia, there are three things to note.

First, the integrity culture that never materialises if in work it is oriented only to administration. Second, to increase innovation. How to innovate, especially in public service, which starts from problems and creates innovations for their resolution. Next, to give confidence to the public in the innovations through active publication.

“The public today is more critical, aware of their rights, and willing to assess government performance openly, so this reality requires us to be able to change the culture,” said Adhitia.

Cimahi City Inspector Risnandar emphasised that improving understanding across all units of policies and mechanisms for building Zona Integritas and strengthening leadership commitment within all ranks in preventing corruption is very important as a step towards WBK.

“Furthermore, improving the quality of public service is also the most important because its impact will be felt directly by the public,” said Risnandar.

The Inspektorat encourages all Organisasi Perangkat Daerah (OPD) within Pemkot Cimahi to obtain the WBK predicate and the Wilayah Birokrasi Bersih dan Melayani (WBBM). There are already three OPD in Pemkot Cimahi that have achieved the WBK predicate, namely the Dinas Komunikasi dan Informatika (Diskominfo), the Dinas Kependudukan dan Catatan Sipil (Disdukcapil) and Cimahi Selatan District.
