The Cimahi City Government in West Java is improving public financial literacy through educational activities on the State Budget (APBN) and the socialisation of the ORI030 Retail Government Bonds, conducted in collaboration with the Ministry of Finance. Cimahi Mayor Ngatiyana stated that public understanding of the APBN and state investment instruments is becoming increasingly important amid evolving global economic dynamics. “Financial literacy is not only about the ability to manage personal finances, but also about understanding how the public can contribute to national development,” he said. According to him, the APBN is not merely a document filled with figures, but the government’s primary instrument for financing various strategic sectors, such as education, health, infrastructure, social protection, and strengthening national resilience. He expressed hope that the people of Cimahi City would become more financially savvy, wise in choosing investment instruments, and active in supporting national development. Meanwhile, Singgih Gunarsa, an Associate Expert State Finance Analyst from the Directorate of Government Securities at the Directorate General of Financing and Risk Management of the Ministry of Finance, explained that ORI030 is a Retail Government Securities (SBN) instrument that offers investment benefits while supporting national development financing. “The government is offering two ORI030 series, namely ORI030-T3 with a three-year tenor and a fixed coupon of 6.90 percent, and ORI030-T6 with a six-year tenor and a fixed coupon of 7.00 percent,” he said. He added that the current APBN deficit is around 2.68 percent of gross domestic product (GDP), still below the maximum limit of three percent, indicating that government debt management is considered sound and under control. The event, attended by regional officials, members of the Regional Leadership Coordination Forum (Forkopimda), vertical agencies, and stakeholders, also provided education on investment strategies, the characteristics of Retail Government Securities, and the procedures for purchasing ORI030. The government hopes that increased financial literacy will encourage the public to make appropriate investment decisions while boosting participation in supporting national development financing.
