Cilincing Fishermen Protest Project Deemed to Disrupt Muara Access

JAKARTA, KOMPAS.com – A number of fishermen at the Cakung Drain estuary in Cilincing, North Jakarta, held a boat parade as a form of protest against construction around the estuary on Tuesday afternoon (14/4/2026).

Based on observations by Kompas.com at the location from 4:00 p.m. WIB, dozens of fishermen’s boats began moving out from the estuary towards the project area.

Local residents were seen watching the parade from atop the embankment around the estuary.

The project targeted by the protest is the construction of the New Priok Eastern Access (NPEA) and the reclamation of Dermaga Pier 3 Marunda.

The dozens of fishermen’s boats circled the platform for installing piles as well as the land reclamation area from those projects.

On the platform, several project workers wearing personal protective equipment were visible.

The fishermen then unfurled a banner reading “Coastal Communities Will Not Be Displaced”.

They also sang the song “Indonesia Raya” before finally returning to the docks around Cakung Drain.

Edi Kurniawan (35), one of the fishermen participating in the action, said that this boat parade was a form of aspiration to request clarity regarding the ongoing project.

“What clarity do we want to be made there and we just ask for a road, access road that is indeed not suitable for the fishermen while walking like that,” he told Kompas.com at the location on Tuesday.

However, they claimed to have never received an explanation regarding the reclamation of Dermaga Pier 3 Marunda from PT Karya Citra Nusantara (KCN).

“Actually, we already got the socialisation from Pelindo’s side. But Pelindo has already conveyed to us, we know what the programme is like. But what we don’t know is from KCN’s side. KCN has no socialisation to us, and suddenly it’s already done,” he explained.
