Cilegon Mayor Hopes Musrenbang Will Produce Concrete Programmes for the Community
Cilegon Mayor Robinsar has underscored the importance of aligning community aspirations with the direction of local development policies in preparing the 2027 Local Government Work Plan (RKPD). He made these remarks while opening the Musyawarah Perencanaan Pembangunan (Musrenbang) for the 2027 RKPD of Cilegon City, which took place at the Diskominfo City Hall, on Wednesday (15/4/2026).
Robinsar explained that the Musrenbang serves as a strategic forum to gather and absorb aspirations from various levels, starting from sub-districts and districts up to the DPRD. He emphasised that every aspiration collected must be translated into programmes that truly meet the needs of the community.
“This Musrenbang is a container for gathering various aspirations from regional apparatus, from sub-districts to the DPRD, which must then be able to give birth to programmes that truly touch the needs of the community,” said Robinsar in a written statement on Wednesday (15/4/2026).
Furthermore, Robinsar stressed that development planning should not only produce numerous programmes but must be realistic and adjusted to the region’s financial capacity.
“No matter how good our development plans are, if they are not supported by adequate budgets, the planned programmes cannot be realised optimally,” he asserted.
Robinsar emphasised the importance of increasing Locally Generated Revenue (PAD) as the main source of development financing. He encouraged all ranks, including district heads and sub-district heads, to be more active in exploring revenue potential in their respective areas.
“We can optimise revenue sources through various sectors, one of which is from our regional-owned enterprises such as PDAM, BPRS, and PCM. In addition, data collection on new taxpayers also needs to be improved to broaden the revenue base. The point is that we must be more creative in finding new revenue sources, because that becomes the fuel for development,” he said.
At the end of his speech, Robinsar invited all parties to strengthen collaboration in supporting regional development.
“I invite all parties, both internal government and the industrial sector, to strengthen collaboration so that development in Cilegon City can have a positive and sustainable impact on community welfare,” he stated.
Meanwhile, Deputy Chairman of the Cilegon DPRD, Sokhidin, emphasised that the Musrenbang forum should not be interpreted merely as an annual ceremonial agenda. According to him, the Musrenbang is a strategic space to ensure that development planning truly benefits the community.
“This Musrenbang should not be interpreted as merely an annual ceremonial agenda. This forum is a strategic space to ensure that development planning truly benefits the community, not just to fulfil planning document requirements,” he said.
In addition, Sokhidin conveyed that in the implementation of the 2027 Cilegon City RKPD Musrenbang, there are 433 DPRD principal thoughts that have been inputted into the SIPD system.
“The number of DPRD principal thoughts entered into the SIPD for the 2027 RKPD reaches 433 proposals, spread across seven technical OPDs, namely Disporapar, DLH, DKPP, DPUPR, Disperkim, Dishub, and Dindikbud,” he explained.
He hopes that the DPRD’s principal thoughts can be synergised proportionally and become priorities in regional development planning.
“We hope that these DPRD principal thoughts can be synergised proportionally and become priorities, while still adjusting to the real capacity of the APBD, so as to drive collaborative, aspirational, and inclusive development for Cilegon City,” he concluded.
