Cilacap Regent Trial Reveals Rp265 Million Eid Bonus Distribution to Regional Leadership Forum
Semarang (ANTARA) - The trial concerning the alleged corruption of the inactive Cilacap Regent, Syamsul Auliya Rachman, has revealed the distribution of Eid allowances (THR) to officials within the Cilacap Regency Regional Leadership Forum (Forkopimda) for the 2025 Eid period, totalling Rp265 million.
The distribution of these Eid allowances was disclosed by the Regional Secretary of Cilacap Regency, Sadmoko Danardono, who is also a defendant in the case. He provided testimony as a key witness for the defendant, Syamsul Auliya Rachman, at the Semarang Corruption Court, Central Java, on Friday.
The witness explained that five officials within the Regional Leadership Forum (Forkopimda) received Eid allowances from the Regent in 2025, namely the Chief of Police, the District Military Commander, the Head of the District Attorney’s Office, as well as the Chairpersons of the District Court and the Religious Court.
Initially, Sadmoko stated that only the Chief of Police, the District Military Commander, and the Head of the District Attorney’s Office received allowances from the Regent, valued at Rp100 million, Rp75 million, and Rp50 million respectively.
“Then, the Chairpersons of the Religious Court and District Court were added with Rp20 million each. I delivered it myself, stating it was ‘a mandate from the Regent’,” he said during the trial presided over by Chief Judge Rosana Irawati.
He noted that the Eid allowances for the Forkopimda also originated from contributions made by the heads of various Regional Apparatus Organisations (OPD) in Cilacap Regency.
The funds had been prepared by the Assistant for Economic and Development Affairs of Cilacap Regency, Ferry Adhi Dharma.
“Once the money was ready, it was reported to the Regent, and then handed over,” he added.
However, Sadmoko continued, the number of Forkopimda recipients increased from five to six officials.
For the years 2025 and 2026, according to him, the Chairperson of the Regional House of Representatives (DPRD), who is also part of the Forkopimda, did not receive an Eid allowance from the Regent. The witness claimed he was unaware of the reason why the DPRD Chairperson was excluded.
Regarding 2026, Sadmoko also revealed that he had once requested Ferry Adhy Dharma to prepare funds intended for journalists ahead of Eid.
“I told Mr Ferry, perhaps it could be prepared for our journalist friends when they visit the Regional Secretariat, as petrol money,” he said.
The Corruption Eradication Commission (KPK) conducted a sting operation in Cilacap Regency on 13 March 2026, detaining 27 individuals, including the Cilacap Regent, Syamsul Auliya Rachman.
The KPK subsequently named Syamsul Auliya Rachman and the Regional Secretary of Cilacap Regency, Sadmoko Danardono, as suspects in alleged extortion and other illegal receipts within the Cilacap Regency Government for the 2025–2026 fiscal year.
Syamsul Auliya is accused of forcing the heads of Regional Apparatus Organisations within the Cilacap Regency Government to provide funds to meet the requirements for the Eid allowances.
The public prosecutor stated in the indictment that the funds were collected through demands made to the heads of the various OPDs.
