Cilacap Regent Threatens to Rotate Officials Who Fail to Submit Holiday Allowance Funds
The Corruption Eradication Commission (KPK) has revealed threats made by Cilacap Regent Syamsul Auliya Rachman to regional office heads (Kadis) who refused to comply with demands to provide Eid holiday allowance contributions. The KPK stated that officials were threatened with demotion by Regent Syamsul if they failed to obey.
“Several witnesses, out of 13 office heads, stated that there was indeed concern. If the request from colleague AUL was not fulfilled, they would be removed and so forth. It was considered disloyal to the regent’s orders,” said KPK Deputy for Enforcement and Execution Asep Guntur Rahayu during a press conference at KPK headquarters in South Jakarta on Saturday (14 March 2026).
Asep stated that Regent Syamsul had set a target when conducting extortion against various offices and health centres to provide the holiday allowance contributions to senior officials (Forkopimda). The KPK cited a target of up to Rp 750 million.
“Money from each regional apparatus in Cilacap Regency with a ‘collection target’ reaching Rp 750 million,” explained Asep.
Asep further clarified that from this total target, each work unit (satker) was requested to submit funds ranging from Rp 75 million to Rp 100 million. He noted that Cilacap Regency had 25 regional apparatus, 2 public general hospitals, and 20 health centres.
“Initially, each work unit (satker) was targeted to submit funds of Rp 75 million to Rp 100 million. Although in practice, the submissions received varied, ranging from Rp 3 million to Rp 100 million per regional apparatus,” Asep revealed.
It is known that Cilacap Regent Syamsul collected this money by instructing Cilacap Regional Secretary Sadmoko Danardono to gather funds for the purpose of Eid 2026 holiday allowances.
“That colleague AUL as Cilacap Regent for the 2025-2030 period, in connection with Eid al-Fitr 1447 H, instructed colleague SAD as Regional Secretary of Cilacap Regency to collect money for the purpose of providing holiday allowances for personal gain and external parties,” said Asep.
Syamsul requested that the submissions be handed over on 13 March 2026. If not yet submitted, the regional apparatus would be pursued by the regent’s assistant officials assisted by the Civil Service Police Chief and the Cilacap Food Security Office Head.
The total collected reached Rp 610 million. The money was then handed to Sadmoko by an assistant named Ferry Adhi Dharma.
“That subsequently, during the period 9-13 March 2025, 23 regional apparatus of Cilacap Regency had submitted the regent’s request, which was collected through FER, with a total reaching Rp 610 million,” said Asep.
Cilacap Regent Syamsul Auliya Rachman was arrested in a KPK sting operation yesterday. Regent Syamsul was apprehended together with Cilacap Regional Secretary Sadmoko Danardono.
