Cilacap Regent Threatens Rotation of Officials Failing to Submit Year-End Allowance
The Cilacap Regent, Syamsul Aulia Rachman, allegedly threatened to rotate department heads should they fail to submit the required year-end allowance (THR).
This was disclosed by KPK Deputy for Investigation and Prosecution Asep Guntur Rahayu following the announcement on Saturday (14 March) that Syamsul and Regional Secretary (Sekda) Sadmoko Danardono had been named as suspects in an alleged corruption case involving extortion and other illicit receipts within the Cilacap District Government (Pemkab).
“Some of the 13 witnesses, including department heads, stated there was indeed concern. If the demands from Syamsul were not met, they would be reassigned and so forth,” said Asep.
The KPK stated that the THR would subsequently be distributed to individuals and external parties within the Cilacap District Coordination Forum of Regional Leaders (Forkopimda).
Asep said Regent Syamsul had targeted a total collection of 510 million rupiah before 13 March. However, through various parties, including Sekda Sadmoko, this figure increased to 750 million rupiah.
Subsequently, each regional apparatus and regional health service was assessed a year-end allowance contribution ranging from 75 million to 100 million rupiah. In practice, however, amounts could be as low as 3 million rupiah per regional apparatus.
Based on collection results, the total funds gathered amounted to 610 million rupiah. These funds were seized as evidence by the Anti-Corruption Commission.
“Following this, during the period of 9 to 13 March 2025, a total of 23 regional apparatuses of Cilacap District submitted the regent’s demands, collected through FER, totalling 610 million rupiah,” said Asep.
Syamsul and Sadmoko are now charged with violating Article 12 letter e and/or Article 12B of Law Number 31 of 1999 concerning the Eradication of Corruption Offences, as amended by Law Number 20 of 2001 on the eradication of corruption offences, and Article 20 letter c of Law No. 1 of 2023 concerning the Criminal Code.
