Cilacap Regent Syamsul Auliya Rachman demanded holiday allowance funds from each regional apparatus in Cilacap Regency with a collection target of Rp750 million.

KPK Deputy for Prosecution and Execution Asep Guntur Rahayu said that initially, when Syamsul was Regional Secretary (Sekda) of Cilacap, Sadmoko Danardono, and several Cilacap Regency assistants discussed external holiday allowance requirements totalling Rp515 million.

“To meet this requirement, SUM, FER, and BUD (assistants to the Cilacap Regency) requested funds from each regional apparatus in Cilacap Regency with a ‘collection target’ reaching Rp750 million,” Asep stated during a press conference at the Red and White Building, South Jakarta, on Saturday (14/3).

Asep explained that the holiday allowance demand targeted 25 regional agencies, two public hospitals (RSUDs), and 20 health centres.

“Initially, each work unit (satker) was targeted to deposit Rp75 million to Rp100 million. Although in reality, the deposits received varied from Rp3 million to Rp100 million per regional apparatus,” he said.

The amount collected from each regional apparatus was determined based on FER’s consideration. If a regional apparatus could not afford the determined amount, it was required to report to FER for consideration and the target would be reduced according to agreement.

“Subsequently, SAD also instructed SUM, FER, and BUD to communicate and coordinate the money request from AUL regarding holiday allowance requirements for personal and external purposes, which had to be collected before the Eid holiday period in 2026, namely by 13 March 2026,” he stated.

Asep continued that if payment had not been made, regional apparatus would be billed by SUM, FER, and BUD according to their respective areas of responsibility, assisted by the Head of Civil Service Police and the Head of Food Security Service of Cilacap Regency.

“In the period 9-13 March 2025, 23 regional apparatus in Cilacap Regency deposited the regent’s demand collected through FER totalling Rp610 million. This deposited money will be handed by FER to SAD as Cilacap’s Regional Secretary,” he explained.

The KPK had previously conducted a stings operation and arrested 27 people including Cilacap Regent Syamsul Auliya Rachman. The others consisted of state officials, civil servants, and possibly some private sector individuals.
