Cilacap Regent and Regional Secretary Detained by KPK Following Extortion Charges Related to THR Collection

Jakarta – The Corruption Eradication Commission (KPK) has detained Cilacap Regent Syamsul Auliya Rachman after designating him as a suspect in an alleged extortion case related to the collection of holiday allowance funds (THR) for the 2025–2026 period.

The detention followed a KPK hand-catch operation (OTT) and the discovery of evidence showing fund collection from numerous regional apparatus units within Cilacap Regency Government.

“The KPK subsequently detained the suspects for an initial twenty-day period from 14 March to 2 April 2026. The detention is being conducted at the State Detention House (Rutan) Branch of KPK’s Red and White Building,” stated Asep Guntur Rahayu, Deputy for Enforcement and Execution at the KPK, during a press conference at the KPK’s Red and White Building on Saturday (14/3/2026).

Asep explained that Syamsul allegedly ordered the extraction of funds from regional work units (SKPD) in Cilacap Regency to raise THR funds for the Regional Leadership Coordination Forum (Forkopimda).

According to Syamsul’s calculations, the legitimate THR requirement for external parties reached Rp 515 million. However, he set a fundraising target of Rp 750 million.

Prior to the hand-catch operation, funds collected from various SKPDs had already reached Rp 610 million.

The money was seized by investigators from the residence of Ferry Adhi Dharma, Deputy II Assistant to Cilacap Regency Government, who is reported to be one of those ordered by Syamsul to collect funds from the SKPDs.

The collected funds were placed into goodie bags and were allegedly intended for distribution to Forkopimda members.
