Cilacap Regent and Regional Secretary Detained by Anti-Corruption Commission over Holiday Allowance Scheme
The Indonesian Anti-Corruption Commission (KPK) has detained Cilacap Regent Syamsul Auliya Rachman (AUL) and Regional Secretary of Cilacap District Sadmoko Danardono (SAD) after establishing them as suspects in a case involving solicitation of Idul Fitri 2026 holiday allowance funds (THR).
“Based on sufficient evidence, the KPK established AUL and SAD as suspects. Subsequently, detention was imposed against the suspects for the initial 20 days from 14 March to 2 April 2026,” said KPK Deputy for Prosecution and Execution Asep Guntur Rahayu during a press conference at the Red-White Building in South Jakarta on Saturday (14/3).
Detention is being held at the State Detention House (Rutan) branch of the KPK’s Red-White Building.
Asep stated that Syamsul Auliya Rachman requested THR funds from each regional agency in Cilacap District with a collection target of IDR 750 million.
Initially, Syamsul, together with Cilacap Regional Secretary Sadmoko Danardono and several assistants to the Cilacap District administration, discussed the required external THR allocation of IDR 515 million.
“To meet this requirement, SUM, FER, and BUD (assistants to the Cilacap District administration) requested funds from each regional agency in Cilacap District with a collection ‘target’ reaching IDR 750 million,” Asep explained.
Asep outlined that the THR fund solicitation targeted 25 regional agencies, two Regional General Hospitals (RSUD), and 20 community health centres (Puskesmas).
“Initially, each work unit (satker) was targeted to deposit IDR 75 million to IDR 100 million. Although in reality, the deposits received varied from IDR 3 million to IDR 100 million per regional agency,” he stated.
The deposit amount from each regional agency was determined based on FER’s consideration.
If a regional agency could not meet the determined amount, they were required to report to FER for review and had their target reduced according to agreement.
“Subsequently, SAD also issued instructions to SUM, FER, and BUD to communicate and coordinate the Regent’s fund requests regarding THR needs for personal and external purposes, which had to be collected before the 2026 Eid holiday on 13 March 2026,” Asep said.
Asep continued that if an agency had not made its deposit, it would be pursued by SUM, FER, and BUD according to their respective jurisdictions, assisted by the Head of Civil Police and the Head of Food Security Service of Cilacap District.
“During the period of 9-13 March 2025, 23 regional agencies of Cilacap District deposited the Regent’s request collected through FER, totalling IDR 610 million. The deposited funds were to be handed over by FER to SAD as Cilacap’s Regional Secretary,” he said.
For their actions, the suspects are charged with violating Article 12 letter e and/or Article 12B of Law Number 31 of 1999 concerning the Eradication of Corruption Offences as amended by Law Number 20 of 2001 concerning the eradication of corruption offences, in conjunction with Article 20 letter c of Law No. 1 of 2023 concerning the Criminal Code.
