Cilacap Regent Allegedly Mobilised Officials to Collect Holiday Allowance Contributions from Regional Work Units
Jakarta — Cilacap Regent Syamsul Auliya Rachman is suspected of mobilising several officials within the Cilacap Regency Government, including assistants and the Civil Protection Chief, to demand holiday allowance contributions from regional work units.
These contribution demands are allegedly intended to meet the holiday allowance needs of external parties, specifically the Coordination Forum of Regional Leaders (Forkopimda), as well as for the regent’s personal interests.
According to Asep Guntur Rahayu, Deputy of Enforcement and Execution at the Corruption Eradication Commission (KPK), the order to collect the funds was initially conveyed by Syamsul to Cilacap Regional Secretary Sadmoko Danardono.
Following this discussion, three assistants subsequently communicated the fund requirements to each regional work unit in Cilacap Regency, with a total collection target of Rp 750 million.
The amount requested from each regional work unit varied. The determination of these amounts was made based on the consideration of Assistant II Ferry Adhi Dharma. If any regional work unit was unable to meet the contribution amount, they were directed to discuss the matter directly with Ferry.
“Subsequently, Sadmoko also issued orders to Sumbowo, Ferry, and Budi to communicate and coordinate Syamsul’s request for funds regarding personal and external holiday allowance needs, which had to be collected before the Eid holiday break in 2026, with a deadline of 13 March 2026,” Asep continued.
The fund collection was conducted before the Eid holiday break to ensure holiday allowances could be distributed promptly.
“If they had not made contributions, the regional apparatus would be followed up by Sumbowo, Ferry, and Budi within their respective areas of responsibility, assisted by the Civil Protection Chief, Rochman, and the Head of the Cilacap Regency Food Security Service,” Asep added.
Cash collected in this manner was seized from the residence of Ferry Adhi Dharma and was placed into goodie bags for distribution to Forkopimda.
In this case, the KPK has established two suspects: Syamsul Auliya Rachman and Sadmoko Danardono. Both were immediately detained at the KPK detention centre for the initial 20-day period.
For their conduct, the suspects are charged with violating Article 12 letter e and/or Article 12B of Law Number 31 of 1999 concerning the Eradication of Corruption Crimes, as amended by Law Number 20 of 2001, in conjunction with Article 20 letter c of Law Number 1 of 2023 concerning the Criminal Code.
