The Corruption Eradication Commission (KPK) has alleged that Cilacap Regent Syamsul Auliya Rachman (AUL) extorted government units (satker) within the district administration to fund Eid holiday allowance (THR) distributions dating back to Eid 2025.

KPK Deputy for Prosecution and Execution Asep Guntur Rahayu explained that this came to light during intensive investigations following the anti-corruption commission’s arrest of AUL and other suspects on Friday 13 March 2026.

“The provision of Eid allowances was not limited to the 2026 holiday season, but had already occurred in 2025,” Asep said at a press conference at the KPK’s Red and White Building in Jakarta on Saturday evening.

However, he added that at that time the practice had not been monitored by the anti-corruption commission, and the KPK had not received reports that the Cilacap Regent had instructed subordinates to unlawfully collect money.

“This is a repeated pattern, and if it had not been caught this year, it would very likely have continued in the future,” Asep said.

Asep explained that the case originated from a public complaint report. The regent allegedly instructed Cilacap District Regional Secretary Sadmoko Danardono (SAD) to collect funds for personal Eid allowances and for external parties.

“The external parties in question are the Forkopimda—the regional leadership communication forum within the Cilacap district administration,” he said.

Following this, SAD worked with Cilacap District Assistant I Sumbowo (SUM), Assistant II Ferry Adhi Dharma (FER), and Assistant III Budi Santoso (BUD) to determine the funding requirements for external allowances. They determined the total need for external Eid allowances to be Rp515 million. To meet this requirement, SUM, FER, and BUD requested contributions from each district agency, with a target collection of Rp750 million.

“Cilacap District has 25 district agencies, two general hospitals, and 20 health centres,” Asep detailed.

Initially, each agency was targeted to contribute between Rp75 million and Rp100 million. However, actual contributions varied widely, ranging from Rp3 million to Rp100 million per district agency.
