Cilacap Regent Alleged to Have Threatened Official Rotation Over Holiday Allowance Fund Collection

JAKARTA — The Cilacap Regent, Syamsul Auliya Rachman, has allegedly threatened to rotate officials within the Cilacap Regional Government if they failed to surrender Eid holiday allowance (THR) funds in accordance with his demands.

The Deputy for Prosecution and Execution at the Corruption Eradication Commission (KPK), Asep Guntur Rahayu, stated that several officials from regional work units (SKPD) reported fears that they would be reassigned if they did not meet the regent’s requests.

“Some witnesses, including thirteen heads of agencies, reported that there was indeed concern that if Syamsul’s requests were not fulfilled, they would be transferred and so forth,” Asep said during a press conference at KPK’s Red and White Building on Saturday (14 March 2026).

In its investigation, the KPK has examined at least seven regional officials within the Cilacap Regional Government. These included the Head of the Public Works and People’s Housing Service (PUPR) of Cilacap Regency, Wahyu; the Head of Spatial Planning for Cilacap Regency, Rosalina; the Head of the Agriculture Service of Cilacap Regency, Sigit; the Head of the Education Service of Cilacap Regency, Paiman; the Acting Director of Cilacap Regional General Hospital (RSUD), Hasanudin; the Head of Irrigation for Cilacap Regency, Wahyu Indra; and the Head of the Water Resources Management Service (PSDA) of Cilacap Regency, Bambang.

Overall, there are 47 SKPDs within the Cilacap Regional Government. They were targeted for fund collection totalling Rp 750 million, which was intended to be given to an external party: the forum for regional leadership communication (Forkopimda).

Syamsul set a target for fund collection completion by 13 March 2026. Each SKPD was asked to deposit funds ranging from Rp 75 million to Rp 100 million.

However, in practice, a number of SKPDs were only able to deposit funds ranging from Rp 3 million to Rp 100 million.

The KPK revealed that the funds collected from the SKPDs were not only intended for providing holiday allowances to Forkopimda, but were also allegedly used to meet Syamsul’s personal needs.

In this case, the KPK established two suspects: Cilacap Regent Syamsul Auliya Rachman and Cilacap Regional Secretary (Sekda) Sadmoko Danardono. Both are alleged to be involved in an extortion case related to the collection of Eid 2026 holiday allowance funds from several SKPDs within the Cilacap Regional Government.

Based on Syamsul’s calculations, the funds needed for holiday allowances for external parties amounted to Rp 515 million. However, he set a target for fund collection of up to Rp 750 million. By the time a coercive arrest operation was conducted, the collected funds had reached Rp 610 million.

Currently, Syamsul and Sadmoko are being detained at KPK’s detention facility for an initial detention period of 20 days.

For their actions, the suspects are charged with violating Article 12(e) and/or Article 12B of Law Number 31 of 1999 on the Eradication of Corruption Offences as amended by Law Number 20 of 2001, in conjunction with Article 20(c) of Law Number 1 of 2023 on the Indonesian Criminal Code.
