Cilacap Government Officials and Health Centres Extorted for Eid Allowances Targeting IDR 750 Million

The Corruption Eradication Commission (KPK) has uncovered that Cilacap Regent Syamsul Auliya Rachman set targets whilst extorting various local government agencies and health centres to provide holiday allowances to senior officials (Forkopimda). The KPK stated that the target collection reached IDR 750 million.

“A total of funds from each regional agency in Cilacap Regency with a ‘collection target’ reached IDR 750 million,” said KPK Deputy for Prosecution and Execution Asep Guntur Rahayu during a press conference at KPK headquarters in South Jakarta on Saturday (14 March 2026).

Asep further explained that from this total target, each work unit (satker) was asked to deposit funds ranging from IDR 75 million to IDR 100 million. He noted that Cilacap Regency has 25 regional agencies, 2 general regional hospitals, and 20 health centres.

“Initially, each work unit (satker) was targeted to deposit IDR 75 million to IDR 100 million. Although in reality, the deposits received varied, ranging from IDR 3 million to IDR 100 million per regional agency,” Asep stated.

It is known that Cilacap Regent Syamsul collected this money by ordering Cilacap District Secretary Sadmoko Danardono to gather funds allegedly for Eid holiday allowances in 2026.

“That the aforementioned AUL as Cilacap Regent for the 2025-2030 period, in connection with Eid al-Fitr 1447 Hijri, ordered the aforementioned SAD as District Secretary of Cilacap Regency to collect funds for the purpose of providing holiday allowances for personal and external parties,” said Asep.

Syamsul requested that deposits be submitted by 13 March 2026. If agencies had not yet submitted, they would be pursued by district government assistants aided by the Head of Civil Protection Agency and Head of Food Security Office of Cilacap.

A total of IDR 610 million was collected. This money was then handed over to Sadmoko by one of the assistants named Ferry Adhi Dharma.

“That subsequently, during the period 9–13 March 2025, a total of 23 regional agencies of Cilacap Regency submitted the regent’s request collected through FER totalling IDR 610 million,” Asep stated.

Cilacap Regent Syamsul Auliya Rachman was caught in a KPK arrest operation. Regent Syamsul was arrested together with Cilacap District Secretary Sadmoko Danardono.

Before being brought to Jakarta, Regent Syamsul was secured at Banyumas Police Station after being arrested. There he underwent preliminary examination by the KPK team.

KPK spokesperson Budi Prasetyo said the case against Regent Syamsul and District Secretary Sadmoko related to allegations of extortion.

“There is alleged receipt by the regent related to various projects in Cilacap Regency,” said Budi.
