Cijurey and Cibeet Dams Claimed to Mitigate Flood Losses of Rp 16 Trillion

The government, through the Ministry of Public Works (PU), is accelerating the construction of the Cijurey and Cibeet Dams as a long-term solution to reduce 80 per cent of the flood risk for five-year return periods in Bekasi and Karawang, West Java. These two dams are projected to mitigate flooding by up to 80 per cent for five-year return periods. Public Works Minister Dody Hanggodo emphasised that accelerating construction is crucial given the high potential for flood-related losses in the downstream areas of the Citarum River Basin (DAS). “I hope it can be completed by at least 2027–2028. With my own eyes, if it is not completed soon, I am worried that Karawang and Bekasi will flood again,” said Dody in a press release on Tuesday (14/4/2026). With the completion of both dams, the potential losses are estimated to be reduced by up to Rp 16 trillion over a 25-year period. The Cijurey Dam is located in Bogor Regency and is designed to have a storage capacity of around 14.37 million cubic metres. This dam has a height of 78 metres and a length of 614 metres. In terms of function, the Cijurey Dam is projected to reduce flooding by 59.33 per cent, equivalent to 172.94 cubic metres per second. The flood reduction impact area covers around 72 hectares. In addition, this dam also supports irrigation services for 2,047 hectares in the Cariu, Sukamakmur, and Tanjungsari sub-districts. As of 10 April 2026, the physical progress of the Cijurey Dam construction has reached 37.20 per cent, with financial realisation at 32.84 per cent. Meanwhile, the Cibeet Dam is part of the integrated Citarum Hilir DAS flood control system, alongside the Cijurey and Cipamingkis Dams. This dam has a larger storage capacity of around 83.28 million cubic metres. Its function is to reduce flooding in an impact area of 5,822 hectares, with a flood discharge reduction of 297.97 cubic metres per second. However, the project still faces challenges in land acquisition. As of April 2026, land acquisition realisation is only around 7.9 per cent of the total required 1,700.26 hectares. The Ministry of Public Works continues to push for accelerated construction of both dams through strengthened cross-sectoral coordination, faster land acquisition, and optimisation of construction implementation. The construction of the Cijurey and Cibeet Dams is part of the government’s strategy to provide comprehensive solutions to address recurrent flooding in Bekasi and Karawang, while also enhancing water resilience and supporting the agricultural sector in the region.
