The proposal to impose Value Added Tax (VAT) on toll road users through collections has become a point of contention. This plan emerged as the government continues efforts to expand tax revenues.

The rumour of this new tax originated from the circulation of the contents of the Strategic Plan (Renstra) of the Directorate General of Taxes (DJP) of the Ministry of Finance for 2025–2029.

The Renstra includes various agendas for preparing new regulations to strengthen state revenues.

One of the new tax imposition plans is that the DJP has included the preparation of rules regarding the mechanism for collecting VAT on toll road services as one of the priority policies to be prepared.

“Providing a legal basis for the mechanism of collecting VAT on the provision of toll road services,” states the document.

The DJP considers this regulation necessary as a new legal foundation for imposing taxes on sectors that have not been optimally addressed so far.

Finance Minister Purbaya Yudhi Sadewa stated that the plan to implement VAT on toll roads is still in the study stage.

He will ask the Directorate General of Economic and Fiscal Strategy (DJSEF) to conduct further analysis before the policy is decided.

“I’ll sort it out later. It should be analysed first by the Fiscal Policy Agency (DJSEF),” said Purbaya at the PT Sarana Multi Infrastruktur 2026 Symposium in Jakarta, quoted from Antara, Friday (24/4/2026).

“I don’t know if it’s already there or not, but now suddenly there are many tax issues. Adding taxes here and there,” he emphasised.

Purbaya admitted he has not yet delved into the issue and will soon coordinate with the Directorate General of Taxes (DJP).

“I haven’t read it. At least when it was discussed, it wasn’t informed to me. We’ll settle it with taxes (DJP),” he said.

Furthermore, the former Chairman of the Deposit Insurance Corporation (LPS) Commission also emphasised his commitment to not adding new tax schemes before the public’s purchasing power improves. This is done to avoid burdening the public.
