Beijing (ANTARA) – China has decided to optimise and adjust export control measures for certain items related to unmanned aircraft (drones). The new rules will take effect on 18 November 2026, according to a government announcement issued on Monday.

Items with specified characteristics may not be exported without a licence, the announcement said. It was jointly issued by the Ministry of Commerce, the General Administration of Customs and the Equipment Development Department of the Central Military Commission.

The items include autopilots specially designed for drones; certain technologies for developing, producing or using drones; certain drones or unmanned airships that meet specified characteristics; and engines specially designed for drones or unmanned airships, among others, the announcement said.

The drone-related items in question have clear dual-use properties, meaning they can be used for both military and civilian purposes, a spokesperson for China’s Ministry of Commerce said.

The spokesperson said China’s decision to optimise and adjust the policy in accordance with relevant laws and regulations was intended to safeguard national security and interests, and fulfil international obligations such as non-proliferation.

China is committed to maintaining the security and stability of global industrial and supply chains, the spokesperson said. Export licence applications will be reviewed in accordance with laws and regulations, and those that meet the requirements will be approved.
