JAKARTA, KOMPAS.com - The government has officially set the maximum selling prices for subsidised flats (rusun) in 2026 across various regions outside Java Island, with the highest price cap in Papua Pegunungan. The regulation is contained in Ministerial Decree (Kepmen) No. 23 of 2026, signed by the Minister of Housing and Settlement Areas (PKP), Maruarar Sirait or Ara, on 5 April 2026. This rule serves as a reference for distributing subsidised flat ownership credit (KPR) through the Housing Finance Liquidity Facility (FLPP) scheme. Director General of Urban Housing at the Ministry of PKP, Sri Haryati, confirmed that the regulation is now applicable. Under the rule, the government sets the maximum selling price limits for subsidised flats based on regional zoning. The subsidised flat prices are recorded as the highest in Papua Pegunungan, which has the highest price cap of Rp28 million per square metre or Rp1.26 billion per unit. This is followed by Central Papua at Rp23 million per square metre, while Papua is set at Rp16 million per square metre. For Sumatra, the highest price is in the Riau Islands at Rp13.5 million per square metre or Rp607.5 million per unit. Meanwhile, Aceh is set at Rp11.5 million per square metre and North Sumatra at Rp12 million per square metre. Other provinces such as West Sumatra, Riau, Jambi, and Bengkulu have a price cap of Rp11 million per square metre. The maximum subsidised flat price in Bali is set at Rp13 million per square metre or Rp585 million per unit. West Nusa Tenggara (NTB) is Rp12 million per square metre (Rp540 million per unit), while East Nusa Tenggara (NTT) is Rp10 million per square metre (Rp450 million per unit). For Kalimantan, West Kalimantan (Kalbar) and North Kalimantan (Kaltara) are at Rp12.5 million per square metre (Rp562.5 million per unit). North Sulawesi (Sulut) and North Maluku (Malut) are at Rp14 million per square metre (Rp630 million per unit). South Sulawesi (Sulsel), Central Sulawesi (Sulteng), Gorontalo, and Southeast Sulawesi (Sultra) are each Rp11 million per square metre (Rp495 million per unit). West Sulawesi (Sulbar) is the lowest in this area at Rp10 million per square metre or Rp450 million per unit.
